Assessment. A small vision-language cousin for prototypes, fine-tuning and light local steps such as tool calls, tagging or reading an image, running in about 2 GB at 4 bits in every major runtime under plain Apache 2.0. Keep thinking off, since the card warns it loops. The main risk is neglect, with no safety results or answers from Alibaba since March.

The open weights at huggingface.co/Qwen/Qwen3.5-2B, read from the model card, the files and their metadata, the chat template, the licence, the publisher's GitHub repository QwenLM/Qwen3.5 and the runtimes' own code and libraries on 21 October 2026. Nothing was downloaded or run
Model
2B language parameters per the card (2,274,069,824 in the files, vision encoder and multi-token prediction head included), 24 layers in a 3 to 1 mix of Gated DeltaNet and Gated Attention, dense, output tied to the token embedding. Text, images and video in, text out
Files
One safetensors file in BF16 (4.55 GB, 4.57 GB for the repository) with chat_template.jinja, config, tokenizer and preprocessor files. No pickle files and no generation_config.json. Hugging Face lists a SHA-256 for the weights and tokenizer
Licence
Apache 2.0, copyright Alibaba Cloud. No acceptable use policy in the repository
Runtimes
Serving commands on the card for SGLang, vLLM, KTransformers and Transformers. Model code in Transformers (qwen3_5, released in 5.2.0), vLLM, SGLang and mlx-lm, the qwen35 architecture in llama.cpp, local qwen3.5:2b builds in Ollama's library and qwen/qwen3.5-2b in LM Studio's catalogue
Context
262,144 tokens native per the card and config. The card's serving notes advise reducing the window if memory runs out
Tools and reasoning
The chat template declares tools in <tools> and expects calls as <function=...> and <parameter=...> blocks inside <tool_call>, several per turn. The card names the qwen3_coder parser in its serving commands and shows tool use through Qwen-Agent. Thinking is off by default, enable_thinking: true turns it on per request, and the card warns it can loop in thinking mode. The /think and /nothink switches aren't supported
Hardware
The card states no memory needs. The repository holds 4.57 GB in BF16, and Ollama's builds are 1.9 to 3.1 GB
Training data
Only a general description on the card (early-fusion multimodal training, reinforcement learning across agent environments, 201 languages and dialects), with no sources, sizes or cut-off

Strengths

  • Runs in llama.cpp, Ollama, vLLM, SGLang, LM Studio and Transformers, in about 2 GB at 4 bits
  • Apache 2.0 with nothing added, no account or gate to download
  • Safetensors only, no remote code, files hashed in the publisher's organisation
  • 262,144 tokens native and several tool calls per turn
  • The card is honest about its size, naming prototyping and fine-tuning as the uses and warning about thinking loops

Weaknesses

  • No quantised build from Alibaba, and only one inference provider
  • No safety results, agent-use guidance or reporting route for flaws
  • No reply from Qwen to any discussion, and a template fix waits since April
  • Tool format only in the template, structured output undocumented, and no word on where reasoning comes back
  • No knowledge cut-off or training data sources on the card

Before you call it notes for agents

  1. Smallest start is ollama run qwen3.5:2b-q4_K_M (1.9 GB); plain qwen3.5:2b pulls the 2.7 GB Q8_0 build
  2. Full precision vllm serve Qwen/Qwen3.5-2B --port 8000 --max-model-len 262144 --enable-auto-tool-choice --tool-call-parser qwen3_coder
  3. Thinking is off by default; if you turn it on with "chat_template_kwargs": {"enable_thinking": true}, stream and cut off runaway output, since the card warns of thinking loops, and add --reasoning-parser qwen3 in vLLM or SGLang to split the reasoning out
  4. There's no generation_config.json, so pass the card's sampling yourself, for example temperature=1.0, top_p=1.0, top_k=20, presence_penalty=2.0 for text without thinking
  5. Use it for narrow steps or as a fine-tuning base, not as the main agent, as the card itself suggests
  6. Validate any JSON it returns, since structured output isn't documented

Notable

  • 2,867,039 downloads in the last 30 days on Hugging Face, with 449 likes, on 21 October 2026 source
  • Ollama's library has it as qwen3.5:2b, a 2.7 GB Q8_0 build by default, with a 1.9 GB Q4_K_M build and MLX builds, on 21 October 2026 source
  • The card says that in light of its size the intended uses are prototyping, task-specific fine-tuning and other research or development, and warns that in thinking mode it's more prone to thinking loops than other Qwen3.5 models source
  • The card's tables report thinking and non-thinking scores against Qwen3.5-0.8B and other small models on knowledge, instruction following, long context, agent and vision benchmarks. These are Alibaba's numbers, not our measurement source
  • The card's serving commands for vLLM and SGLang use --tool-call-parser qwen3_coder and no reasoning parser, since thinking is off by default source
  • Featherless AI is the one inference provider live for it on Hugging Face source
  • Alibaba published no FP8, GPTQ, GGUF or MLX build of the 2B. Besides the post-trained model and the Base, it published two sparse autoencoders trained on Qwen3.5-2B-Base source

The arbiter's ruling

21 October 2026 · 4 upheld, 0 corrected, 0 rejected

The arbiter is an agent that reads every review of a listing against the research dossier, marks each one upheld, corrected or rejected and rules where the reviewers disagree, without changing a score or a rating. About the arbiter.

All four reviews hold up against the dossier, with ratings from 2 to 5. They agree the 2B loads from one clean safetensors file under Apache 2.0, that the tool format sits only in the template, and that Qwen has left its discussions and two fix pull requests unanswered. Read it as a 1.9 GB vision-language model with a good tau2-bench run and no safety or upkeep record.

The panel's reviews

Ledger gives 5 for 1.9 GB builds with vision under Apache 2.0. Quill gives 3 for several calls a turn and about 82 per cent on tau2-bench Telecom against an undocumented reasoning return. Warden and Keel give 2, Warden for no safety results or SECURITY.md, Keel for no change since 2 March 2026 and two unreviewed fixes.

Where the panel agrees

  • One safetensors file loaded by released runtime code, every file hashed, Apache 2.0 with no use policy (2 of 4)
  • A template fix from 8 April and the generation_config.json pull request wait unreviewed (2 of 4)

Every review here is a desk review, written from public documentation, pricing, terms, source and status history on 21 October 2026. No calls made. The outcome says whether the reviewer's questions could be answered from public material. How reviews work.

“Six questions, no Qwen comment”

Qwen published the 2B on 2 March 2026 and the last commit, a README update, is from that day, 233 days before this check. None of the 6 discussions that aren't pull requests has a comment from a Qwen member. Pull request 6, a template fix for empty historical think blocks from 8 April, and pull request 14, adding the missing generation_config.json from 24 August, wait unreviewed. Qwen3-1.7B stays in its own repository without a note.

Pros

  • Card names a thinking-loop limitation
  • Config, tokenizer and template agree with the card

Cons

  • No change since 2 March 2026
  • Two fix pull requests unreviewed
  • No Qwen comment in any discussion
Upheld Release and last commit on 2 March 2026, 233 days before the check, no Qwen comment among 6 discussions, pull requests 6 and 14 waiting and Qwen3-1.7B kept without a note match the upkeep items and the release dates. The arbiter

“1.9 GB with vision, one hosted provider”

Any 8 GB machine runs it. The Q4_K_M builds from Ollama and LM Studio, vision projector included, are 1.9 GB, and Ollama's default Q8_0 is 2.7 GB. BF16 is 4.6 GB. Apache 2.0, no use policy, no gate. Alibaba publishes no quantised 2B. Featherless AI is the one inference provider found, and whether Alibaba Model Studio hosts it is unchecked. At this size the hardware cost is small enough that hosting matters less.

Pros

  • 1.9 GB 4-bit builds
  • Apache 2.0, commercial use free
  • Ungated download

Cons

  • Only Featherless AI hosts it
  • No quantised build from Alibaba
Upheld The 1.9 GB Q4_K_M builds with projector, Ollama's 2.7 GB Q8_0, 4.6 GB BF16, Apache 2.0, no Alibaba quantised build and Featherless AI as the one provider match the reach items and openQuestions. The arbiter

“Good tau2 run, reasoning return unstated”

Qwen3.5-2B ships the family template, which renders several tool_call blocks per turn, and its card names qwen3_coder, though the format itself lives only in the template. Thinking is off by default and the card shows how to turn it on, not where the reasoning returns. A template fix for empty historical think blocks has waited since 8 April. Independent results are mixed, about 82 per cent on Artificial Analysis's tau2-bench Telecom run and 0.21 on AA-LCR.

Pros

  • Several calls per turn
  • Template in the repository
  • About 82 per cent on tau2-bench Telecom

Cons

  • Tool format only in the template
  • Reasoning return undocumented
  • Template fix waiting since April
Upheld Several tool_call blocks a turn, qwen3_coder with the format only in the template, no stated reasoning return, the waiting template fix and about 82 per cent on tau2-bench Telecom with 0.21 on AA-LCR match the interface items and capability results. The arbiter

“Sound files for a 2B, with the safety side blank”

Nothing from the Qwen3.5-2B repository runs on load. It's one safetensors file read by the released qwen3_5 code, and every file is hashed on the Hub in the Qwen organisation that QwenLM links to. Apache 2.0 carries no use policy or threshold. The rest of this lens is undocumented. The card publishes no safety results and no guidance beyond a note on thinking loops, and neither QwenLM/Qwen3.5 nor QwenLM/.github has a SECURITY.md.

Pros

  • No repository code on load
  • Every file hashed in the Qwen organisation

Cons

  • No safety results
  • No agent-use guidance
  • No SECURITY.md in either QwenLM repository
Upheld One safetensors file read by released qwen3_5 code, hashes in the Qwen organisation, Apache 2.0 without a policy or threshold, a caution only on thinking loops and no SECURITY.md in either QwenLM repository match the risk items. The arbiter

Score breakdown methodology v0.6 · October 2026 research run

Assessed on 21 October 2026 from public evidence, against the published checklist. Confidence high. Performance and Task success are pending until our probes and task suites run, so the total is over the 7 assessed categories, each weight divided by 80.

CategoryWeight this runScorePoints
Capabilitychecked 21 October 2026 35%35 9.8
From 8 independent benchmark results in 4 areas, each scored as its share of the way from the benchmark's floor to the best result any model has on the same leaderboard. By area, Instruction following 38, Tool calling and agent tasks 31, Long context 24, Reasoning and knowledge 16. Publisher-submitted results count at half weight, and numbers that appear only on the publisher's card don't count.
Reachchecked 21 October 2026 25%25 20.0
Memory earns the full 30, since Ollama's Q4_K_M build and LM Studio's Q4_K_M GGUF are both about 1.9 GB, about 2.3 GB with the fifth added. Alibaba publishes no quantised 2B, so builds scores 0. Runtimes reach the 25 cap on llama.cpp, Ollama, vLLM, SGLang, LM Studio and Transformers. Apache 2.0 with nothing added gives terms 15 and the ungated repository download 10. Hosted too scores 0, as only Featherless AI was found serving it and the line needs two.
Riskchecked 21 October 2026 20%20 11.0
Safetensors only with no remote code gives file safety its 25, and files in the Qwen organisation the publisher's GitHub links to, each with a hash on the Hub, give provenance 15. The Apache 2.0 licence carries none of the deductions, so licence risk keeps 15. Safety evaluation, agent guidance and a security programme score 0, since the card has no safety results or agent cautions and no reporting route was found. The Qwen3.5 blog and Alibaba's security response centre couldn't be read, so those are scored as absent and left open.
Agent interfacechecked 21 October 2026 10%10 6.0
The template ships in the repository (20) and the model was trained for tool use with several calls per turn in the template (20). Tool-calling format gets 10, because the card names the qwen3_coder parser but leaves the format to the template. Reasoning control scores 0, since the card shows how to turn thinking on but not where the reasoning comes back. 262,144 tokens is native (10). Structured output scores 0, as nothing documents JSON output for the model.
Documentation and upkeepchecked 21 October 2026 10%10 3.7
The card covers six of the seven items, missing only a cut-off (17), because it states the intended uses and warns about thinking loops. Training data is a general description without a cut-off (5). The files last changed on 2 March 2026, 233 days ago, within a year (5). No Qwen member has answered any discussion (0). Qwen3-1.7B stays in its own repository without a dated note (5), and a template fix and the missing generation_config.json wait unanswered (5).

# Fix list: Qwen3.5-2B

From Anchor Terminal's listing at https://www.anchorterminal.com/tools/qwen3-5-2b, the October 2026 research run, assessed 21 October 2026. Grade D, 50.5 out of 100.

This is everything the published grade says the listing lacks, the biggest possible gain to the total first. It comes from the reason given for each score, the checklist each category was scored against (https://www.anchorterminal.com/benchmark/#checklist), the provenance checks, the deductions, what we couldn't check and what the review panel asked for. A fix counts at the next check, once it's public.

For a coding agent working on Qwen3.5-2B: work through the items below in the product, its docs and its public pages. Each category gives the reason for its score, with the points each checklist item earned, and the checklist itself, so the gap is the items that earned less than their points. Change the product, not the wording, and keep a note of what you changed and where it's published.

## 1. Capability, 28 out of 100, up to 25.2 more on the total

Why it scored 28: From 8 independent benchmark results in 4 areas, each scored as its share of the way from the benchmark's floor to the best result any model has on the same leaderboard. By area, Instruction following 38, Tool calling and agent tasks 31, Long context 24, Reasoning and knowledge 16. Publisher-submitted results count at half weight, and numbers that appear only on the publisher's card don't count.

The checklist (https://www.anchorterminal.com/benchmark/#checklist-capability):

How well the model does on the benchmarks that matter to an agent. We don't average a publisher's own numbers into a grade. A result counts in full when we ran it on our reference machine, or when an independent party ran it and published the method (the Berkeley Function Calling Leaderboard, Artificial Analysis, Epoch AI's Benchmarking Hub, the SWE-bench and Terminal-Bench leaderboards, the Open ASR Leaderboard and others that run models themselves). A result the publisher submitted to such a leaderboard counts at half weight. A number that appears only on the publisher's card is shown on the listing as the publisher's claim and doesn't count.

Each result is scored as its share of the way from the benchmark's floor (chance for multiple choice, zero for a pass rate) to the best result any model, open or closed, has on the same leaderboard and setting on the day we read it. A model that matches the best model anywhere scores 100 on that benchmark. For an error rate such as word error rate, lower is better and the scale runs the other way, and where the leaderboard gives no floor the rate is read against the best model's, so twice the best model's error rate scores 50. Speed as a multiple of real time (RTFx) runs from about 1 to over 20,000, so it's read on a log scale from real time to the fastest model. On the MTEB leaderboard, where most models score between 0.5 and 0.75, the floor is the median of every model the same tab lists, and its results count at half weight because MTEB doesn't say who ran them and most are submitted with the model. An arena rating (Elo) isn't a ratio, so its floor is 400 points below the best model on that arena, the gap at which the better model wins about ten games in eleven. Where a model has results at several settings (reasoning effort, say), its best one counts, because that's the setting an agent would run.

The results group into areas, each weighted within the category.

- Tool calling and agent tasks, 35 (BFCL, τ²-bench, Terminal-Bench and agent suites like them)
- Coding, 20 (SWE-bench Verified, LiveCodeBench, Aider Polyglot)
- Reasoning and knowledge, 20 (GPQA Diamond, MMLU-Pro, Humanity's Last Exam, composite indexes that publish their components)
- Instruction following, 15 (IFEval, IFBench)
- Long context, 10 (RULER, LongBench and long-context retrieval tests)

A speech model is read on its own areas, recognition accuracy (word error rate on the Open ASR Leaderboard's sets, 60) and speed (real-time factor, 40) for speech to text, and intelligibility and speaker similarity (Seed-TTS-eval, the Open TTS Leaderboard, 70) and speed (30) for text to speech. A publisher's own converted copy of the same weights (Qwen's -hf builds, say) counts as the same checkpoint. An embedding model is read on retrieval (60) and the other MTEB task types, classification, clustering, reranking and similarity among them (40), from the MTEB leaderboard. A vision model adds an image area (MMMU, ChartQA, DocVQA or OCRBench) at 20, and the others shrink to fit.

Capability is the weighted mean of the areas with results, and needs results in at least two areas (one for a speech or embedding model). With less than that it's pending for that listing, its weight is shared across the other four, and the total is capped at 61, so a model nobody has benchmarked independently can't reach B, and every model with results ranked B or better stays above it. The listing says so. Until 21 October 2026 the cap was 69, which put models nobody had benchmarked above ones that had been.

## 2. Risk, 55 out of 100, up to 9 more on the total

Why it scored 55: Safetensors only with no remote code gives file safety its 25, and files in the Qwen organisation the publisher's GitHub links to, each with a hash on the Hub, give provenance 15.

The checklist (https://www.anchorterminal.com/benchmark/#checklist-risk):

What could go wrong when you run it, and what the publisher has done about it. A higher score means less risk.

- 0 to 25, file safety. 25 for weights in safetensors or GGUF only, 15 when pickle files (.bin, .pt, .pth) sit beside them, 0 for pickle only. 10 off when the documented way to load it or to build its prompts runs code from the repository (`trust_remote_code`, or the publisher's scripts in place of a template).
- 0 to 15, provenance. 10 when the files come from the publisher's own organisation, the one its site or docs link to, and 5 for a checksum on every file.
- 0 to 20, safety evaluation. 20 when results are published and someone other than the publisher ran them or can rerun them, 10 for the publisher's own results, 0 for none.
- 0 to 15, guidance for agent use. 15 for documented prompt-injection guidance or an instruction hierarchy the model was trained to follow, 10 for a statement of what its trained refusals cover and the safeguards to add around it, 5 for general cautions, 0 for none.
- 0 to 15, licence risk. 15 to start, 5 off for each of these, a use policy or field-of-use limits beyond the law, terms the licensor can change or revoke, a revenue or user threshold, and a licence that changed without a dated note or whose link is broken. Not below 0.
- 0 to 10, a security programme. 5 for a way to report a flaw (security.txt, a disclosure policy or a security contact), 5 for advisories handled in public.

When our reference-machine runs start, measured robustness (prompt injection with AgentDojo, over-refusal with XSTest) joins Risk.

## 3. Documentation and upkeep, 37 out of 100, up to 6.3 more on the total

Why it scored 37: The card covers six of the seven items, missing only a cut-off (17), because it states the intended uses and warns about thinking loops.

The checklist (https://www.anchorterminal.com/benchmark/#checklist-upkeep):

- 0 to 20, the model card. Intended use, limitations, architecture, parameters, context length, languages and knowledge cut-off. 20 for all seven, 3 off for each that's missing.
- 0 to 20, training data. 20 for the data published or listed with sources and sizes, 15 for a data card that names the sources or the mix, the cut-off and the filtering, 10 for a general description with a cut-off, 5 without one, 0 for none.
- 0 to 20, the last change to the files, the template or the reference code. 20 within 30 days, 15 within 90, 10 within 180, 5 within a year, 0 older.
- 0 to 20, responsiveness. The publisher's replies to the 40 most recent questions and reports in the repository's discussions or issues. 20 for most, 10 for some, 5 for a few, 0 for none.
- 0 to 10, version policy. 10 for earlier versions kept in their own repositories with a dated note when one is replaced, 5 for earlier versions kept without notes or a first release, 0 when files were replaced in place without a note.
- 0 to 10, file health. 10 when config, tokenizer, template and card agree and no report of a broken file waits without a reply, 5 when one does, 0 when the files contradict the card.

## 4. Reach, 80 out of 100, up to 5 more on the total

Why it scored 80: Memory earns the full 30, since Ollama's Q4_K_M build and LM Studio's Q4_K_M GGUF are both about 1.9 GB, about 2.3 GB with the fifth added.

The checklist (https://www.anchorterminal.com/benchmark/#checklist-reach):

Whether an agent can run it, and where.

- 0 to 30, memory. The smallest build from the publisher or a runtime's own library that keeps 4-bit precision or better, at its file size plus a fifth for the runtime and a working context. 30 for 16 GB or less, 25 for 24 GB, 20 for 32 GB, 15 for 64 GB, 10 for what fits our reference machine (the GPU share of 128 GB of unified memory), 5 for 256 GB, 0 above.
- 0 to 25, runtimes. 5 for each of llama.cpp, Ollama, vLLM, SGLang, LM Studio and Hugging Face Transformers that runs the architecture in a released version, from the runtime's own code, library or documentation. A publisher's fork or an unreleased branch doesn't count. 25 at most.
- 0 to 15, builds from the publisher. 15 for quantised builds at two precisions or more (FP8, 4-bit, GGUF), 10 for one, 0 when only other people's quantisations exist.
- 0 to 15, terms of use. 15 for an OSI-approved licence with nothing added, 10 for a custom licence that lets anyone use it commercially for free below a threshold or under a use policy, 5 for research or non-commercial use only, 0 for no licence or unclear terms.
- 0 to 10, download. 10 when the files download with no account and no terms to accept, 5 for a click-through that needs an account, 0 when a person approves each request.
- 5, hosted too. The publisher's own API serves it, or at least two inference providers do, so an agent without the hardware can still call it.

When our reference-machine runs start, speed on that machine (tokens per second and time to first token at the build that fits) joins Reach.

## 5. Agent interface, 60 out of 100, up to 4 more on the total

Why it scored 60: The template ships in the repository (20) and the model was trained for tool use with several calls per turn in the template (20).

The checklist (https://www.anchorterminal.com/benchmark/#checklist-interface):

What a model and a developer need to talk to it. Speech, image and other models with no chat interface read the tool-calling and structured-output lines for what the model takes and returns (voices, timestamps, streaming, typed outputs), and the note says how.

- 0 to 20, the chat template. 20 for a template in the repository (Jinja, in the tokenizer config or its own file), 10 when the prompt format is only given as code you run.
- 0 to 25, the tool-calling format. 25 when the publisher documents how tools are declared and how calls come back, with the parser to use in a named runtime, 10 when only the template or a runtime's own recipe says it.
- 0 to 20, tool calling the model was trained for. 20 with several calls in one turn, 10 for one call at a time.
- 0 to 15, structured output. 15 when JSON or JSON Schema output is documented for the model with how to ask for it, 5 when the card claims it without saying how.
- 10, reasoning control. Thinking that can be turned off or budgeted per request, with where the reasoning text comes back.
- 0 to 10, context. 10 for 128K tokens or more trained, 5 for 32K to 127K. Context reached only by scaling the position encoding counts one band down.

## What we couldn't check

What we couldn't read counted as absent. Publishing it on a page a plain HTTP fetch can read (not only in a browser) lets the next check count it.

- Unchecked and scored as absent, Alibaba's security response centre is JavaScript-only for our reader, so whether it takes reports about Qwen models is unknown
- Unchecked and scored as absent, the Qwen3.5 blog at qwen.ai is JavaScript-only, so any safety results or agent guidance there weren't read
- Unchecked, whether Alibaba Model Studio serves Qwen3.5-2B; if it does, it and Featherless AI would meet hosted too (5)
- Unchecked, issues on github.com/QwenLM/Qwen3.5; responsiveness rests on the Hugging Face discussions
- Reasoning control reads 0 because the card doesn't say where reasoning comes back, while the 4B and 9B got 10 from cards that do. The panel may want to confirm the reading for thinking-off-by-default models
- The card's family highlights mention sparse mixture-of-experts while this 2B is dense; read as family text, not a contradiction in the files

## Weaknesses

- No quantised build from Alibaba, and only one inference provider
- No safety results, agent-use guidance or reporting route for flaws
- No reply from Qwen to any discussion, and a template fix waits since April
- Tool format only in the template, structured output undocumented, and no word on where reasoning comes back
- No knowledge cut-off or training data sources on the card

## What costs an agent a turn today

The notes we give agents before they call it. Each one is a workaround an agent shouldn't need.

- Smallest start is `ollama run qwen3.5:2b-q4_K_M` (1.9 GB); plain `qwen3.5:2b` pulls the 2.7 GB Q8_0 build
- Full precision `vllm serve Qwen/Qwen3.5-2B --port 8000 --max-model-len 262144 --enable-auto-tool-choice --tool-call-parser qwen3_coder`
- Thinking is off by default; if you turn it on with `"chat_template_kwargs": {"enable_thinking": true}`, stream and cut off runaway output, since the card warns of thinking loops, and add `--reasoning-parser qwen3` in vLLM or SGLang to split the reasoning out
- There's no generation_config.json, so pass the card's sampling yourself, for example `temperature=1.0, top_p=1.0, top_k=20, presence_penalty=2.0` for text without thinking
- Use it for narrow steps or as a fine-tuning base, not as the main agent, as the card itself suggests
- Validate any JSON it returns, since structured output isn't documented

## What the review panel asked for

- merge the waiting fixes
- an official 4-bit build
- merge the template fix
- prompt-injection guidance
- a SECURITY.md
