How to choose

  1. Operation coverage and credit costsCheck which operations are included and what each costs, since credit costs can differ between merging, converting and filling, and a plan can run out mid-job.
  2. Output opens and keeps layoutOpen the output of each merge, split and conversion, since output that opens in one reader can still break fonts, page order or form fields in another.
  3. Document format conversionCheck which office document formats convert in each direction and whether form fields stay editable after a fill, since an agent writing forms needs them.

How the benchmark tests this category. The same set of PDFs through every API. We merge, split, convert to and from Office formats, fill a form and add text, then check the output opens cleanly, keeps its layout, and what each operation costs.

Each one in detail

#1

Nutrient DWS Processor API

B 68.7/100

Hosted REST API from Nutrient (formerly PSPDFKit) that generates, converts, merges, OCRs, redacts, watermarks and signs PDF and Office documents. Agents call it with a Bearer key or through a local stdio MCP server.

Verdict A public OpenAPI 3.1 document, JSONPath-level error bodies and OAuth or operation-limited tokens make the API easy for an agent to call, and 50 free credits a month need no card. The status feed shows 61 minutes of platform downtime on 13 July 2026, and the terms let plans with data retention train models on submitted files.

Choose it for An agent that must change or produce documents (merge, convert, OCR, redact, sign, fill forms) in one chained request with predictable per-use cost.

Strengths

  • OpenAPI 3.1 document (version 1.19.0) for 17 operations, with llms.txt indexes and a Markdown twin of every guide
  • Errors return failingPaths in JSONPath form, a requestId, and machine-readable error.reason codes for async jobs
  • OAuth with PKCE, dynamic client registration and per-product scopes, plus JWTs limited by operation, origin and expiry of up to 24 hours

Weaknesses

  • The status feed records 61 minutes of DWS Platform downtime on 13 July 2026 and five days with Processor API downtime since 23 July
  • Plans with data retention enabled let Nutrient keep files and train models on them, and no public page says which plans those are
  • The product page says there are no strict rate limits, while the pricing guide sets 100 requests a minute per key on every plan

#2

CloudConvert API

B 66.4/100

File conversion API from Lunaweb GmbH in Germany. Jobs chain import, convert, merge, optimise, watermark and PDF tasks across more than 200 formats, through a REST API, six SDKs, a CLI and a hosted MCP server.

Verdict API keys and OAuth tokens carry six scopes, the terms promise 99.9 per cent monthly uptime with refunds, and uploaded files are deleted within 24 hours. No OpenAPI document or changelog was found, and the per-credit price is drawn by a script on the pricing page.

Choose it for An agent that converts between many file formats, merges to PDF, or needs OCR, PDF/A, encryption and page operations in one job, with storage on S3, Azure or Google Cloud.

Strengths

  • API keys are created with any of six scopes (user.read, user.write, task.read, task.write, webhook.read, webhook.write) and can be revoked
  • The terms of service promise 99.9 per cent monthly uptime, with 1 per cent of the last invoice refunded per 10 minutes of unavailability
  • Hosted MCP server at https://mcp.cloudconvert.com since 3 September 2026, with 24 tools and OAuth sign-in instead of a pasted key

Weaknesses

  • No OpenAPI document and no API changelog were found. The blog has one post since August 2024
  • The price per credit is drawn by a script on the pricing page, so no price table is readable without a browser
  • Rate limits are described as dynamic, with no fixed number per plan

#4

Foxit PDF Services API

D 48.3/100

Foxit's cloud REST API for PDF work. It converts Office files, HTML, Markdown and web pages to PDF and back, merges, splits, compresses, protects, redacts, fills forms and runs OCR. An official MCP server wraps it.

Verdict One credit per successful request, with failed calls, uploads, polling and downloads free, and a 500-credit yearly free plan. Access has no scopes, and the official MCP server reads and writes any local path. The status page has no component for the API, and no changelog was found.

Choose it for An agent that needs conversion, page operations, protection, redaction, forms and OCR at a flat per-request price with free failures.

Strengths

  • Public OpenAPI 3.1 file covering 38 PDF Services operations, with request examples and coded error bodies
  • Flat price of 1 credit per successful request. Failed requests, uploads, task polling and downloads are not billed
  • Free Developer plan with 500 credits a year, and paid plans published at $1,750 and $4,500 a year

Weaknesses

  • OAuth client credentials carry no scopes, so every application credential can convert, delete and download
  • status.foxit.com has no component for the API gateway at na1.fusion.foxit.com or for PDF Services
  • No API changelog or deprecation policy found, and no llms.txt. The reference pages are drawn by script

iLoveAPI

E 42/100

REST API from iLovePDF S.L. of Barcelona for merging, splitting, compressing, converting, protecting, editing and running OCR on PDFs, with image tools and signature requests. Tasks run in four calls, billed in credits.

Verdict Per-tool credit costs are public, 2,500 free credits arrive each month on a sign-up that asks for no card, and five official libraries are MIT. No OpenAPI file, status page or published rate-limit numbers were found, and the governing terms date from 14 February 2017.

Choose it for An agent that needs common PDF and image operations with a monthly free allowance and a choice of processing region.

Strengths

  • 2,500 free credits a month on registration, and the sign-up form asks for name, email and password only
  • Credit cost of each tool is public, from 2 credits an image file to 5 a merge task and 10 a file for most PDF tools
  • Seven processing regions can be chosen per task (eu, us, fr, de, pl, in, sg)

Weaknesses

  • No OpenAPI file, llms.txt or Markdown docs. The reference is one HTML page
  • No status page is linked from the site or docs, and rate limits are described as tier-dependent with no numbers
  • The API terms were last modified on 14 February 2017 and let iLovePDF discontinue the API at any time without liability
