The vendor publishes no rate limit numbers, no SLA, no API changelog and no official v3 client library, and the security page names no audit or certification.

## Facts

| Field | Value |
| --- | --- |
| Vendor | The Federal Tax Authority, LLC (TaxCloud) (https://taxcloud.com) |
| Kind | HTTP API |
| Category | Tax calculation & compliance (https://www.anchorterminal.com/categories/tax) |
| Transport | HTTP |
| Endpoint | `https://api.v3.taxcloud.com` |
| Auth | API key · A self-serve API key, generated by a signed-in user at Developer > API in the web app and sent as `X-API-KEY`. Each request also carries a connection ID in the path, created at Integrations > Custom API. The v3 APIs accept a JWT as `Authorization: Bearer` too, and the docs direct integrations to the key. Keys can be listed, created and deleted through the Management API, where creating one needs a signed-in user token. No OAuth, app review or partner approval applies. |
| Pricing | Paid ($79 / mo) · The API needs the Premium plan, from $79 a month for 200 orders, with eight public tiers up to $1,299 for 40,000. Each calculation or address verification counts as a tenth of an order. A 30-day trial with Premium access needs no card, so an agent's owner can start without a contract. There is no sandbox (checked 2026-10-08). |
| x402 | No · No x402, MPP or L402 in the API reference, the guides or the pricing page (checked 2026-10-08). |
| Licence | Proprietary service under TaxCloud's terms of service. Sales Tax API 16 operations (health, ping, carts 3, orders 4, refunds 1, exemption certificates 4, TIC search, address verification). Management API 14 operations (access keys 4, accounts 3, product catalogue 7) |
| Coverage | United States sales tax. The docs home page claims rates for over 11,000 jurisdictions. The marketing site also lists a Canada page, which we did not check against the API |
| Credentials | An API key from Developer > API in the web app, sent as `X-API-KEY`. The v3 APIs also accept a JWT as `Authorization: Bearer`. A connection ID from Integrations > Custom API goes in the URL path |
| Access | Self-serve. A person registers at app.taxcloud.com, completes the business profile, adds nexus states and generates a key. After the trial the API needs the Premium plan |
| Plans | Premium monthly, 200 orders $79, 400 $149, 1,000 $299, 2,000 $399, 4,000 $549, 10,000 $749, 20,000 $999, 40,000 $1,299. Starter from $19 a month for 100 orders, without API access. Yearly billing is up to 16 per cent lower (https://taxcloud.com/taxcloud-pricing/) |
| Metering | A sale, refund or return counts as one order, an order with an exemption certificate as two, and a calculation or address verification as a tenth. Overage is billed at the tier's price per order. Card payments carry a 7 per cent fee |
| Filing | A separate filing subscription, from $39 a month for one return, or pay as you go. Surcharges apply for Colorado and Louisiana. The pricing page says services are free in the 24 Streamlined Sales Tax member states |
| Testing | No sandbox. The docs recommend one test connection and one production connection on the same key and host |
| Rate limits | No numbers published. The API page says "High threshold; subject to change based on usage". Every operation lists 429 in the spec |
| Errors | `application/problem+json` with `type`, `title`, `status`, `detail`, `instance` and an `errors` list. 400, 401, 403, 404, 422, 429 and 500 are listed on every operation, with causes and fixes for 400, 422 and 500 in a guide |
| Retries | Refunds accept an `idempotencyKey` of 1 to 200 characters. Carts upsert by `cartId`. A duplicate `orderId` on a connection is refused. The docs advise exponential backoff on 500, and TIC search may return 503 with Retry-After |
| Lists | Exemption certificates, access keys and products page by `cursor` with `limit` (default 20), `sortBy` and `ascending`. Products also take `search` and `filters`. No list-orders operation exists |
| Versioning | v3 is the default and v1 is called legacy. Both OpenAPI files carry version 1.0.0, and no changelog page was found |
| Agent material | llms.txt, `.md` copies of every docs page, a docs-search MCP server with one read-only tool, and three agent skills on GitHub (Apache-2.0) |
| Security statements | Hosting on Microsoft Azure, TLS on web access, encryption at rest and daily backups per the security and API pages. No SOC 2, ISO 27001, penetration test or bounty statement was found |
| Status | status.taxcloud.com redirects to a Datadog status page created on 28 January 2026 with three components (Sales Tax API, Management API, Core API) |
| Capabilities | tax.calculate, tax.transactions, tax.exemptions, shipping.address-validation |
| Tags | hosted, closed-source, api-key, openapi, llms-txt, no-card, us-only, status-page, agent-skills |
| JSON | https://www.anchorterminal.com/api/v1/tools/taxcloud.json |

## Score breakdown (methodology v0.4, October 2026 research run)

Assessed 2026-10-08 from public evidence against the published checklist (https://www.anchorterminal.com/benchmark/#checklist). Confidence: medium. Performance and Task success pending (no score, not in the total); the total is Σ(score × weight) ÷ 80 over the 7 assessed categories. "This run" is each category's share of the 100 points.

| Category | Weight | This run | Score (0–100) | Points |
| --- | --- | --- | --- | --- |
| Reliability | 16% | 20 | 66 | 13.2 |
| Performance | 10% | pending | pending | n/a |
| Schema & documentation | 13% | 16.2 | 75 | 12.2 |
| Agent ergonomics | 13% | 16.2 | 64 | 10.4 |
| Security & auth | 14% | 17.5 | 45 | 7.9 |
| Payments & pricing | 10% | 12.5 | 34 | 4.2 |
| Task success | 10% | pending | pending | n/a |
| Maintenance & community | 7% | 8.8 | 57 | 5.0 |
| Transparency & trust (editorial 33, provenance 69) | 7% | 8.8 | 51 | 4.5 |
| Negative events | up to −15 | up to −15 | none recorded | 0 |
| **Total** | | | | **57.4 → C** |

### Why each score

- Reliability 66: Read with the hosted lines and scored on the v3 REST API at api.v3.taxcloud.com, the surface an agent would call. TaxCloud has no MCP server for the tax API. status.taxcloud.com redirects to a Datadog status page, created on 28 January 2026, with three components (20). The page is drawn by script. Its own config feed lists no incidents, and we could not read the uptime bars, so the 90-day record is scored a little short of clean (25 of 30). No rate limit numbers were found. The API page says "High threshold; subject to change based on usage" (0). Every operation lists 429, the docs advise exponential backoff on 500, TIC search documents 503 with Retry-After, refunds take an `idempotencyKey`, carts upsert and a duplicate `orderId` is refused. No backoff guidance for 429 was found in the docs, and order creation has no idempotency key (11 of 15). The security page says TaxCloud does not offer an SLA (0). v3 is the default version and is not marked beta (10).
- Performance: Pending. Latency is measured per call by our probes, which haven't run yet, so this run doesn't score it. Its weight is shared across the assessed categories until the first probe window closes.
- Schema & documentation 75: OpenAPI 3.1 documents are public for the Sales Tax API, with 16 operations, and the Management API, with 14. The two links in the docs index return 404, and the working files are listed at docs.taxcloud.com/openapi.json (25). llms.txt and a Markdown copy of every page (10). Void, refund, TIC search and the account operations say when to use them, when not to and what a retry does. Six operations, among them four on exemption certificates and Get Order, have no description (13 of 20). Request bodies mark required fields, and the tax spec has 13 enums, 41 length limits and 14 numeric maxima. Line item TICs are bare integers (10 of 15). Reference pages carry request samples in several languages and a typed problem body for 400 to 500, and a guide gives causes and fixes for 400, 422 and 500. The spec files hold no examples (12 of 15). v1 and v3 are documented side by side with a migration guide, but both specs say version 1.0.0 and no changelog was found (5 of 15).
- Agent ergonomics 64: Get Order takes `expand`, list calls and TIC search take `limit`, and one cart call can price several carts. There is no field selection (14 of 25). Certificates, access keys and products page by `cursor` with `limit`, `sortBy` and `ascending`, and products add `search` and `filters`. No list-orders operation exists, so orders are read one ID at a time (14 of 20). Errors are `application/problem+json` with `title`, `status`, `detail` and an `errors` list, confirmed on a 401, though the 401 body said only `Unauthorized` (16 of 20). Refunds take an `idempotencyKey` and return the original on replay, carts upsert by `cartId`, a repeated void returns 204 and account updates are safe to repeat. Create Order and cart conversion have no key, and the docs warn that converting a cart twice duplicates the liability (15 of 20). A cart needs `customerId`, `currency`, `origin`, `destination` and `lineItems`. No official v3 client library was found, and the API page points to OpenAPI Generator (5 of 15).
- Security & auth 45: API keys travel in the `X-API-KEY` header, never in the URL. An account can hold several, and the Management API lists, creates and deletes them. Keys made by API carry `audiences` with scopes, and account operations need scopes such as `create:accounts`. The docs give no list of scopes for ordinary keys, and a key from the web app covers both APIs by default (22 of 30). No read-only key was found. The bulk product delete needs a `confirm_delete` parameter, and test and live data are split by connection (7 of 20). Responses hold tax figures, addresses and the account's own records, with little third-party text (9 of 15). Responses carry `x-request-id`. No per-request log or audit log for the operator was found in the reviewed documentation (2 of 15). The security page describes Azure hosting, TLS, encryption at rest and daily backups. No security.txt, disclosure policy, bounty, SOC 2 or ISO 27001 statement was found (5 of 20).
- Payments & pricing 34: Read with the hosted rubric. No x402, MPP or L402 (0). All eight Premium tiers are public, from $79 a month for 200 orders to $1,299 for 40,000, with a stated rule that a calculation counts as a tenth of an order and overage is billed at the tier's price per order. That is plan pricing with a derivable unit price (14 of 20). A 30-day trial with Premium access and the API needs no card (20). A person has to register in a browser, complete a business profile and generate the key. Create an Account needs a service credential (0).
- Task success: Pending. Task success needs the category task suites run through each tool, which haven't run yet, so this run doesn't score it. Its weight is shared across the assessed categories until then. A data provider's data-quality score is published on its listing now and becomes half of this category when it's scored.
- Maintenance & community 57: A closed service with no API changelog, so we read dated public artefacts. The agent skills repository was published on 24 September 2026, 14 days before the check, the WooCommerce plugin reached v8.4.19 on 6 October and the Magento module v1.5.0 on 1 October. None is a dated API change (22 of 30). The WooCommerce plugin alone has six tags since 15 August 2026 (20). Phone and email support come with both plans. No changelog or developer forum was found, and the WooCommerce repository shows 24 open issues, whose reply times we did not measure (6 of 15). No official v3 client library was found. The PHP library targets v1 and was last changed on 21 June 2024. The agent skills are current (3 of 15). The plugin repositories run verify and test workflows (6 of 10).
- Transparency & trust 51: The service is closed under terms of service last updated March 2025, and the agent skills are Apache-2.0 (15 of 30). The privacy policy (1 February 2025) states no retention period. The terms let TaxCloud keep a copy of customer content where law, regulators or backups require it. No data processing agreement was found on the legal page (10 of 30). No deprecation policy was found, v1 is called legacy with no end date, and the terms allow policy changes with or without notice (3 of 20). The security page names Microsoft Azure, `Authorize.NET` and GoCardless. No sub-processor list or data location was found (5 of 20).

Fix list for a coding agent, everything this grade says the listing lacks, the biggest gain first (23 items): https://www.anchorterminal.com/fixes/taxcloud.md (JSON https://www.anchorterminal.com/fixes/taxcloud.json)

### What we couldn't check

- unchecked: the 90-day uptime record on the status page. The page is drawn by script, and its config feed lists no incidents.
- unchecked: whether 429 responses carry a Retry-After header, and what the rate limits are. We did not trigger a 429.
- unchecked: which scopes an ordinary API key can carry. The API page says keys are assigned specific permissions, and the docs list none.
- unchecked: whether the web app keeps a per-request API log. We did not sign up.
- unchecked: whether the Canada coverage on the marketing site is reachable through the v3 API. The API docs describe US sales tax only.
- The agent skills (24 September 2026) say keys from the web app lack Management API scopes and need support to provision one. The docs page on Management API access says web app keys include it by default. We followed the docs page.
- The docs home page links a service level agreement article that redirects to an audit support article, and the security page says no SLA is given.
- The lead was right on the vendor, docs and interface. It did not say that the OpenAPI links in the docs index return 404 or that API access needs the Premium plan.
- The docs llms.txt and Markdown pages carry instructions addressed to AI agents. No deduction was taken and we did not act on them.
- The terms forbid automated scraping of data in the service and use for benchmarking, which matters before our probes run. Recorded as a fact, with no deduction.
- The API has no filing endpoint, so `tax.filing` was left out of the capabilities although TaxCloud sells filing in its web app.
- No data processing agreement, sub-processor list, deprecation policy or changelog was found on the reviewed pages.

### Sources

- home page: <https://taxcloud.com/> (seen 2026-10-08)
- pricing page, plan Our benchmark probes haven't run, so there's no availability, latency or error rate from a run and Performance is pending. Live uptime, where we poll the endpoint, is under Live and doesn't change the score.

## Prices

| Item | Price | Unit | Note |
| --- | --- | --- | --- |
| Premium, 200 orders a month | $79 | per month (plan) | the plan with API access; a calculation or address verification counts as a tenth of an order |
| Premium, 400 orders a month | $149 | per month (plan) | monthly billing |
| Premium, 1,000 orders a month | $299 | per month (plan) | monthly billing |
| Premium, 10,000 orders a month | $749 | per month (plan) | monthly billing |
| Starter, 100 orders a month | $19 | per month (plan) | no API access |
| Filing subscription, one return a month | $39 | per month (plan) | separate from the order plan; surcharges for Colorado and Louisiana |

Across all listings: https://www.anchorterminal.com/prices/index.md

## Strengths

- OpenAPI 3.1 documents for the Sales Tax API (16 operations) and Management API (14), plus llms.txt and a Markdown copy of every docs page
- 30-day trial with Premium plan access, the API included, and no card or payment method needed
- Refunds take an `idempotencyKey`, carts upsert by `cartId`, and a repeated void returns 204
- Errors are `application/problem+json` with `title`, `status`, `detail` and an `errors` list, which we confirmed on a 401
- Access keys can be listed, created and deleted through the Management API, and the bulk product delete needs a `confirm_delete` parameter

## Weaknesses

- No rate limit numbers are published. The API page says only that the threshold is high and subject to change
- The security page says TaxCloud does not offer an SLA, and the terms supply the service as is
- No API changelog or deprecation policy was found, and the legacy v1 API has no published end date
- No official client library for v3 was found. The vendor's PHP library targets v1 and was last changed in June 2024
- Each calculation or address check counts as a tenth of an order against the plan, test connections included

## Before you call it (notes for agents)

1. Send `X-API-KEY` on every call and put the connection ID in the path, as in `/tax/connections/{connectionId}/carts`. A wrong ID returns 404
2. Mark nexus states active in the account first. With none active the API returns zero tax and no error
3. Use a separate test connection. There is no sandbox, and orders on a live connection go into filing
4. Pass a stable `idempotencyKey` on refunds, and never convert the same cart twice. A second conversion creates a duplicate liability
5. Void a wrong order before 12:00 AM Eastern on the 10th of the month after its `completedDate`. Later requests return 422

## Connect

Install:

```bash
npx skills add FedTax/taxcloud-agent-skills
```

First request:

```bash
curl https://api.v3.taxcloud.com/tax/connections/<connectionId>/ping
 -H "X-API-KEY: <apiKey>"
 -H "Accept: application/json"
```

Claude Code:

```bash
claude mcp add --transport http taxcloud-docs https://docs.taxcloud.com/_mcp/server
```

Through letme (picks today, calling later): https://letme.dev/taxcloud. letme answers with the pick and how to call it direct; calling through letme (one key, the vendor's own price) comes later. How it works: https://www.anchorterminal.com/letme/index.md

## Similar tools

Ranked by shared capabilities, then score. Same-category tools with no shared capability key are listed last.

| Tool | Grade | Score | Rank | Shared capabilities | x402 | Markdown |
| --- | --- | --- | --- | --- | --- | --- |
| TaxJar | C | 57.6 | 470 | tax.calculate, tax.transactions, tax.exemptions, shipping.address-validation | no | https://www.anchorterminal.com/tools/taxjar.md |
| Zamp | D | 49.5 | 609 | tax.calculate, tax.transactions, tax.exemptions, shipping.address-validation | no | https://www.anchorterminal.com/tools/zamp.md |
| Avalara AvaTax | B | 68.8 | 172 | tax.calculate, tax.transactions, tax.exemptions | no | https://www.anchorterminal.com/tools/avalara.md |
| Anrok | C | 61.6 | 361 | tax.calculate, tax.transactions, tax.exemptions | no | https://www.anchorterminal.com/tools/anrok.md |
| Kintsugi | C | 60.7 | 392 | tax.calculate, tax.transactions, tax.exemptions | no | https://www.anchorterminal.com/tools/kintsugi.md |
| Vertex O Series | C | 54.7 | 526 | tax.calculate, tax.transactions, tax.exemptions | no | https://www.anchorterminal.com/tools/vertex-tax.md |

## Panel reviews (0)

Reviewed by the Anchor panel (https://www.anchorterminal.com/reviewers/index.md): .

Desk reviews, written from public documentation, pricing, terms, source and status history on 1 October 2026. No calls made. For a desk review, the outcome says whether the reviewer's questions could be answered from public material: success, partial or failure. How reviews work: https://www.anchorterminal.com/reviews/how-it-works.md

## Notable

- The v3 API answers at https://api.v3.taxcloud.com with 16 Sales Tax API operations under `/tax` and 14 Management API operations under `/mgmt` (source: <https://docs.taxcloud.com/api-v-3/llms.txt>)
- The docs describe the API as built for US sales tax, and the docs home page claims rates for over 11,000 US jurisdictions (source: <https://docs.taxcloud.com/guides/getting-started/welcome-to-tax-cloud-api>)
- API access is on the Premium plan, from $79 a month for 200 orders. Each calculation or address verification counts as a tenth of an order (source: <https://taxcloud.com/taxcloud-pricing/>)
- The 30-day trial includes Premium plan access and asks for no card. It excludes filing and state registration (source: <https://support.taxcloud.com/en-us/articles/what-is-taxclouds-premium-trial-4wz5YOnCK3>)
- There is no sandbox. Test and live traffic use the same host and key, separated by connection ID (source: <https://docs.taxcloud.com/guides/getting-started/testing-and-going-live>)
- The docs index links OpenAPI files at `/api-v-3/openapi.json` and `/api-v-3/openapi.yaml`, which both return 404. The working files are listed at https://docs.taxcloud.com/openapi.json
- The docs site runs an MCP server with one read-only tool, `searchDocs`. It searches the docs and does not call the tax API (source: <https://docs.taxcloud.com/_mcp/server>)
- The vendor published three agent skills for coding agents on 24 September 2026 under Apache-2.0 (source: <https://github.com/FedTax/taxcloud-agent-skills>)
- The docs llms.txt and every Markdown page carry a block addressed to AI agents, pointing to `.md` pages and the docs MCP server. We recorded it as a fact and did not act on it (source: <https://docs.taxcloud.com/llms.txt>)
- The terms of service (last updated March 2025) forbid automated scraping of data in the service and use for benchmarking (source: <https://taxcloud.com/legal/tos/>)
- Filing, remittance and state registration are run from the TaxCloud web app. The API has no filing endpoint, and recorded orders feed the returns
- The legacy v1 API at https://api.taxcloud.net/1.0/TaxCloud is still documented with 18 operations and a migration guide to v3. No end date was found (source: <https://docs.taxcloud.com/guides/getting-started/migrating-from-api-v-1-to-v-3>)

## Compare

- [Anrok vs TaxCloud](https://www.anchorterminal.com/compare/anrok-vs-taxcloud.md): C 61.6 vs C 57.4
- [Avalara AvaTax vs TaxCloud](https://www.anchorterminal.com/compare/avalara-vs-taxcloud.md): B 68.8 vs C 57.4
- [Fonoa vs TaxCloud](https://www.anchorterminal.com/compare/fonoa-vs-taxcloud.md): D 51.7 vs C 57.4
- [Kintsugi vs TaxCloud](https://www.anchorterminal.com/compare/kintsugi-vs-taxcloud.md): C 60.7 vs C 57.4
- [Numeral vs TaxCloud](https://www.anchorterminal.com/compare/numeral-vs-taxcloud.md): D 49.3 vs C 57.4
- [Quaderno vs TaxCloud](https://www.anchorterminal.com/compare/quaderno-vs-taxcloud.md): C 59.5 vs C 57.4
- [TaxCloud vs TaxJar](https://www.anchorterminal.com/compare/taxcloud-vs-taxjar.md): C 57.4 vs C 57.6
- [TaxCloud vs Vertex O Series](https://www.anchorterminal.com/compare/taxcloud-vs-vertex-tax.md): C 57.4 vs C 54.7
- [TaxCloud vs Zamp](https://www.anchorterminal.com/compare/taxcloud-vs-zamp.md): C 57.4 vs D 49.5

## Verify this listing

For the vendor. The badge or a plain link to this page verifies the listing, from a page on taxcloud.com or one of its subdomains, or the README of github.com/FedTax/taxcloud-agent-skills. It shows the listing is the vendor's and that the vendor knows it's here, and it never changes a grade, rank or review. The vendor sends the page's address to `POST https://www.anchorterminal.com/api/v1/verify` as `{"slug": "taxcloud", "url": "…"}`, or calls the `verify_listing` tool at https://www.anchorterminal.com/mcp. We fetch the page once, then again every week; two failed checks in a row and the verification lapses, and a later pass restores it.
