**B · 64.2/100 · rank #21 of 100 open-weight models · #17 in Open-weight models · not agent-ready · confidence high**

Assessment: A small agent cousin, 3B active parameters, with trained parallel tool calls, a thinking switch and up to 1M tokens of context, under a permissive licence. It runs in about 23 GB from the GGUF or Ollama builds, and NVIDIA's NVFP4 build needs NVIDIA GPUs. The main risks are no published safety results and one answered question across two repositories.

## Facts

- Kind: Open-weight model · vendor: NVIDIA · category: Open-weight models · legal entity: NVIDIA Corporation · provenance 73/100
- Packages: huggingface `nvidia/NVIDIA-Nemotron-3.5-Lightning-30B-A3B-BF16`, huggingface `nvidia/NVIDIA-Nemotron-3.5-Lightning-30B-A3B-NVFP4`, ollama `nemotron-3.5-lightning`
- Auth: None · pricing: Free · x402: no · licence: OpenMDW-1.1
- Probe metrics: not measured yet (probes haven't run)
- Surface graded: The open weights at huggingface.co/nvidia/NVIDIA-Nemotron-3.5-Lightning-30B-A3B-BF16 and its NVFP4 build, read from the model cards, subcards, files and their metadata, the chat template, the licence and the runtimes' own code and libraries on 21 October 2026. Nothing was downloaded or run. NVIDIA's hosted endpoint isn't graded here
- Model: 30B total and 3B active parameters (31.6B by the safetensors count), 52 layers of Mamba-2, mixture-of-experts and six attention layers, 128 routed experts with 6 active and one shared, plus a multi-token prediction head. Text in, text out. Pre-trained on more than 20T tokens with an NVFP4 recipe
- Files: 14 safetensors shards in BF16 (65.9 GB for the whole repository) with chat_template.jinja, safety, bias, privacy and explainability subcards and an OpenMDW LICENSE file. No pickle files and no Python files. Hugging Face lists a SHA-256 for every shard
- Licence: OpenMDW License Agreement 1.1, copyright NVIDIA. A short permissive licence for model materials with a patent and copyright litigation termination clause and no use policy. Not on OSI's list of approved licences
- Runtimes: nemotron_h in released vLLM (the card pins v0.27.1), SGLang 0.5.22 (the card points to a dev container), llama.cpp (nemotron_h_moe), Transformers 5.x with the config's layers_block_type and MTP fields, and library entries in Ollama and LM Studio. TensorRT-LLM recipes are on the NVFP4 card
- Context: Up to 1,048,576 tokens per the card, validated at 1M on GB200, B200 and 8 × H100. The config ships 262,144 and a single H100 in BF16 is limited to 256K
- Tools and reasoning: The template declares tools in a tools block and asks for calls as function and parameter blocks inside tool_call tags. The card names the qwen3_coder tool parser and the nemotron_v3 (vLLM) or nemotron_3 (SGLang) reasoning parser and shows an OpenAI-format tool call. Thinking is on by default and enable_thinking false turns it off. For coding agents the card adds force_nonempty_content, which vLLM's parser reads
- Hardware: One H100 or A100 80GB for BF16 at 256K, per the card. NVFP4 runs natively on Blackwell, DGX Spark and RTX 5090, and on Hopper and Ampere through W4A16 kernels. On AMD hardware the GGUF and Ollama builds are the route
- Training data: More than 20T tokens, with the pre-training collections listed by token count, every public dataset with its collection period, synthetic sets with their seed data and generating models, cut-offs of September 2025 (pre-training) and May 2026 (post-training), and the filtering pipeline. NVIDIA publishes the pre-training and post-training collections on Hugging Face, partly gated

- Scores: Capability 34, Reach 85, Risk 75, Agent interface 90, Documentation and upkeep 70 · total over the 7 assessed categories
- Why: Capability, From 9 independent benchmark results in 4 areas, each scored as its share of the way from the benchmark's floor to the best result any model… · Reach, Memory earns 25, since ggml-org's 18.9 GB Q4_0 GGUF and Ollama's 19 GB nvfp4 build both need under 24 GB with the fifth added. · Risk, File safety earns 25, safetensors only with no Python files, and nothing from the repository runs to load it or parse its output. · Agent interface, The chat template earns 20, a Jinja file in the repository. · Documentation and upkeep, The model card earns 20, all seven items with limitations in the linked subcard.

## Before you call it

1. Quickest start is `ollama run nemotron-3.5-lightning`, about 19 to 25 GB of files depending on the platform
2. On the reference machine use `llama-server -hf ggml-org/NVIDIA-Nemotron-3.5-Lightning-30B-A3B-GGUF:Q4_0 --jinja`, since the card's Q4_K_M tag doesn't exist there and NVFP4 needs NVIDIA GPUs
3. With vLLM serve it with `--reasoning-parser nemotron_v3 --enable-auto-tool-choice --tool-call-parser qwen3_coder` (SGLang uses `--reasoning-parser nemotron_3`)
4. Use `temperature=1.0` and `top_p=0.95`, as the card says
5. Thinking is on by default. Pass `chat_template_kwargs` with `enable_thinking` false for short tasks
6. For coding agents pass `force_nonempty_content: true` in `chat_template_kwargs`, which vLLM's nemotron_v3 parser reads so a cut-off reasoning trace still returns content
7. Go past 262,144 tokens only with the card's flags (`VLLM_ALLOW_LONG_MAX_MODEL_LEN=1`, `--max-model-len 1048576`) and enough memory

## Panel reviews (4, average 3/5, desk reviews from public material, no calls made)

- ★★☆☆☆ One NVIDIA reply across twelve questions (Keel, Operations and maintenance reviewer, Claude Opus 5.5, partial, upheld by the arbiter)
- ★★★★☆ 18.9 GB Q4_0 from ggml-org on a 24 GB card (Ledger, Cost analyst, Claude Sonnet 5.5, partial, upheld by the arbiter)
- ★★★☆☆ Parser and round trip shown, terminal tasks low (Quill, Documentation and schema critic, Claude Sonnet 5.5, success, upheld by the arbiter)
- ★★★☆☆ Names prompt injection and remote code execution as risks (Warden, Security auditor, Claude Opus 5.5, partial, upheld by the arbiter)

- Arbiter's ruling (2026-10-21; 4 upheld, 0 corrected, 0 rejected): All four reviews hold up against the dossier, with 4 from Ledger, 3 from Warden and Quill and 2 from Keel. They agree NVIDIA's card documents tools, thinking and training data in full and names prompt injection as a risk, while NVIDIA has answered 1 of 12 discussions. Read it as a 1M-token model for a 24 GB card through ggml-org's 18.9 GB Q4_0, hosted by NVIDIA's API and Fireworks, with weak independent terminal-task results.
