"a": "incident.io status page with a Text-to-Speech component and dated history (20). Re-read on 1 November from the history page (the incidents feed was re-posted on 21 October and now lists 25 incidents, none of them TTS). Four incidents touched the Text to Speech component in the 90 days from 3 August, all at degraded performance. Elevated TTS and STT error rates from 06:39 to 07:13 UTC on 3 August, posted after it was fixed, elevated TTS and STT latency from 15:15 to 17:53 UTC on 26 August (2 hours 38 minutes, not the 6 hours the 17 October note gave), about 3 hours of increased latency on 6 October (09:09 to 12:14 UTC) and 11 minutes of TTS failures and latency during a traffic spike on 12 October. The partial outages in that time hit Agents components, Telephony, Dubbing and STT, among them about 5 hours of US timeouts on 13 October whose affected components don't include Text to Speech. Nothing has touched TTS since 12 October (20). TTS concurrency per plan published with numbers, re-read on 1 November, 2 on Multilingual v2 and 4 on Flash for Free up to 15 and 30 on Scale, with `current-concurrent-requests` and `maximum-concurrent-requests` response headers (15). The error reference returns `rate_limit_exceeded` and `concurrent_limit_exceeded` as 429 and asks for exponential backoff (15). No SLA found for self-serve plans, and the API pricing page still puts SLAs under Enterprise (0). The TTS endpoints and Eleven v4 carry no alpha or beta label (10). 20 + 20 + 15 + 15 + 0 + 10 = 80.",
"b": "BetterStack status page at status.smallest.ai with components for the Global, India and USA APIs (one health check covers the Agents and Models APIs), docs, the app and Electron, and per-component history (20). In the 90 days from 8 August the health checks on the shared API failed in all three regions on 9, 10, 13, 14 and 15 September (about 8, 21, 33, 17 and 64 minutes of flapping), in the Global and India regions on 11 and 17 September (12 minutes each), and in the USA region alone on 1, 3, 5, 12, 21 and 30 September (6 to 62 minutes) and 6 October (12 minutes). Outages in every region at once are read as wide errors, so several majors (0). Limits are published with numbers but disagree. The limits page says one TTS request at a time per account with up to five sockets, the Lightning v3.1 Pro card says 10 concurrent and the pricing page says 15 streams and 100 requests a minute on pay as you go (8 of 15). 429 is documented with exponential backoff from 500 ms to 30 s and Retry-After when present, and the limits page tells clients to expect 429s at the concurrency ceiling (15). An infrastructure SLA of 99.99 per cent is named for Enterprise only, with no terms, and the terms disclaim any availability commitment (5 of 10). `lightning_v3.1_pro` is stable and only the dated checkpoint is preview (10). 20 + 0 + 8 + 15 + 5 + 10 = 58."

MP3, PCM, WAV, Opus, mu-law and A-law output, streaming over HTTP or WebSocket, and character timestamps on a separate endpoint so you only pay the payload when you ask for it. Higher-quality formats are gated by plan (22 of 25). Per-request character caps published per model (40,000 on Flash v2.5, 10,000 on v4 and Multilingual v2, 5,000 on v3). `GET /v2/voices` pages with `page_size` (default 10) and `next_page_token` and filters by search, category, language, gender, age, accent and use case, and `/v1/shared-voices` pages the Voice Library with a sort enum (20). Errors carry `type`, `code`, `message`, `param` and `request_id` (20). Backoff guidance for 429, and an optional `seed` for best-effort repeatable output. Nothing found on whether failed calls are billed. Since 26 October requests priced below one credit are charged one credit, and refunds return the credits charged (15 of 20). Only the text and a voice ID are required, `model_id` defaults to Multilingual v2 on Text to Speech and to v3 on Text to Dialogue, `output_format` to 128 kbps MP3, and official SDKs ship in Python and TypeScript (15).",
"b": "API reading of the checklist. Eight output formats, a choice of sample rate and word timestamps only when asked (22 of 25). Voices are listed per model and the docs say they filter by language and accent. Paging wasn't confirmed (14 of 20). Errors carry `error` and `message` fields with a shared status-code guide, without TTS-specific codes (14 of 20). Synthesis is stateless and `request_id` is echoed for correlation, but there is no idempotency key and billing of a retried request isn't stated (10 of 20). Two required fields, `text` and `voice_id`, but the default model retires on 30 November. Official Python and Node SDKs, with the Node SDK last published in May 2025 (12 of 15). Total 72."

Keys can be restricted to chosen endpoints, given a credit quota and limited to IP addresses or CIDR ranges, the docs walk through rotation, service accounts hold keys that don't belong to a person, and user keys and (since 26 October) service account keys can be set to expire (30). The Terms (updated 9 October 2026, re-read on 1 November) still let ElevenLabs use content to improve its models, with an opt-out under Data use in account settings that only applies going forward (10). TTS text and audio are kept by default and zero retention through `enable_logging=false` is Enterprise only (5). The generation history lists each request, though we found no audit log of key actions (10 of 15). A valid security.txt (expiring 6 October 2027, re-read on 1 November) pointing to a report form, and the Eleven v4 launch page states SOC 2 Type II, ISO 27001 and PCI DSS Level 1 certification. We count those as vendor claims because we saw no report, and the trust centre wasn't re-read. No bug bounty or public advisories found (10). 30 + 10 + 5 + 10 + 10 = 65.",
"b": "Model reading of the checklist, with training and retention in place of the least-privilege and injection lines. Plain `sk_` keys per organisation, shown once, revoked at once and deletable, with one key per environment advised. The docs say a key grants full account access, and no scope is offered. Short-lived access tokens (`wat_`, 30 to 900 seconds) cover only inference routes and can't mint tokens (22 of 30). The error reference documents the key as a `?token=` query parameter for browser WebSockets, and the token guide passes access tokens as `?api_key=` on the STT socket, so 10 off (12 of 30). The terms (21 October 2026) say Smallest won't use user content or input to train or improve its services. The privacy policy (18 September 2026) lists improving the services with machine learning as a use of usage data and doesn't address uploaded audio or text either way (15 of 20). Zero data retention and the `x-expire-content` header are Enterprise only, or a $1,000 a month HIPAA add-on on pay as you go. Other plans keep content readable in logs and the dashboard, with no retention period published (5 of 15). Usage is tracked per key, request rows sit in a dashboard log viewer, and every response carries `x-request-id`. No audit log of key actions was found (10 of 15). security.txt is valid to 31 December 2026 and the site footer claims SOC 2, GDPR and HIPAA compliance, while the pricing page lists SOC 2 compliance only on Enterprise. Weekly dated entries, 16 between 3 August and 26 October (10). Turbo v2 and v2.5 are still marked deprecated in favour of Flash with no dates or notice period, v3 and Multilingual v2 are labelled previous generation without a retirement date, and the 26 October entry deprecates `use_pvc_as_ivc` on Text to Dialogue and the `/v1/speech-to-speech` paths without a removal date (0 of 10). 20 + 20 + 15 + 15 + 0 + 10 = 80.\n- Smallest.ai Lightning TTS (58): BetterStack status page at status.smallest.ai with components for the Global, India and USA APIs (one health check covers the Agents and Models APIs), docs, the app and Electron, and per-component history (20). 20 + 0 + 8 + 15 + 5 + 10 = 58.\n\n### Agent ergonomics: ElevenLabs Text to Speech API + MCP +20\n\n- ElevenLabs Text to Speech API + MCP (92): API reading of the checklist. Only the text and a voice ID are required, `model_id` defaults to Multilingual v2 on Text to Speech and to v3 on Text to Dialogue, `output_format` to 128 kbps MP3, and official SDKs ship in Python and TypeScript (15).\n- Smallest.ai Lightning TTS (72): API reading of the checklist. Total 72.\n\n### Security \u0026 auth: ElevenLabs Text to Speech API + MCP +13\n\n- ElevenLabs Text to Speech API + MCP (65): Model reading of the checklist, with training and retention in place of least-privilege and injection lines. 30 + 10 + 5 + 10 + 10 = 65.\n- Smallest.ai Lightning TTS (52): Model reading of the checklist, with training and retention in place of the least-privilege and injection lines. No bug bounty, disclosure policy or public advisories found (10 of 20). Total 52.\n\n### Maintenance \u0026 community: ElevenLabs Text to Speech API + MCP +9\n\n- ElevenLabs Text to Speech API + MCP (77): Read as a model. Newest release is SDK 2.75.0, tagged in both the Python and JavaScript repositories on 27 October 2026 (23:02 UTC) and listed in the 26 October changelog entry, which also added `clone_strength` to Text to Speech (30). Public changelog and support channels (10 of 15). The Python SDK had 19 open issues on 1 October, several opened in August 2026, not re-read on 17 October or 1 November (5 of 10). Official Python and TypeScript SDKs current at 2.75.0, with 3.0.0-alpha.1 tagged (15). Fern-generated SDK with an open issue about a blank changelog, per the 1 October check (7 of 10). 30 + 10 + 0 + 10 + 5 + 15 + 7 = 77.\n- Smallest.ai Lightning TTS (68): Read as a model. The newest Lightning changelog entry is dated 2 November 2026 (the v3.1 retirement notice), after a preview checkpoint on 29 October (30). Dated Lightning entries on 10, 23 and 28 August, 29 September, 14, 17 and 29 October and 2 November count, less 5 for churn, because the default model retires 28 days after its notice and clones made on it stop working (15 of 20). Public changelog, email support and a Discord server, with no evidence read of how they answer (10 of 15). The Python SDK `smallestai` 5.14.0 dates from 7 October, but the npm Node SDK has not been published since May 2025 (8 of 15). The Python SDK repository runs CI and release workflows, but has no licence file (5 of 10). The Terms let ElevenLabs train on content unless you opt out, which the Eleven v4 launch page contradicts, and v4 runs through Text to Dialogue rather than the classic text-to-speech endpoint.\n\n**Smallest.ai Lightning TTS.** Lightning streams speech over HTTP, SSE or WebSocket with OpenAPI and AsyncAPI files and public prices of $0.175 to $0.195 per 10,000 characters. The default model retires on 30 November with 28 days' notice, published concurrency limits disagree, and the shared API failed in every region on five days in September.\n\n## Before you call either\n\n### ElevenLabs Text to Speech API + MCP\n\n1. Call Eleven v4 through `POST /v1/text-to-dialogue` and set `model_id` to `eleven_v4`, because that endpoint defaults to `eleven_v3`.\n2. Retrain an older Instant or Professional Voice Clone on v4 before using it there, since earlier clones aren't tuned for the new model.\n3. Spell out numbers yourself on `eleven_flash_v2_5`, which doesn't normalise them by default, and turning that on is Enterprise only.\n4. On 429 read `code`, back off on `rate_limit_exceeded` and wait for running requests on `concurrent_limit_exceeded`.\n5. Give the agent a key scoped to Text to Speech with a credit quota and, for a fixed server, an IP allowlist.\n\n### Smallest.ai Lightning TTS\n\n1. Always send `\"model\": \"lightning_v3.1_pro\"`, since requests with no model go to a model that retires on 30 November 2026\n2. Pick voices from `GET /waves/v1/lightning-v3.1-pro/get_voices`, because the v3.1 and v3.1 Pro catalogues differ\n3. Keep each request under 8,000 characters and split longer text\n4. Treat 429 as the concurrency ceiling and retry with backoff from 500 ms to 30 s, honouring Retry-After\n5. Fix names and acronyms with a pronunciation dictionary, since SSML isn't accepted\n\n## Questions\n\n### Which is better for AI agents, ElevenLabs Text to Speech API + MCP or Smallest.ai Lightning TTS?\n\nElevenLabs Text to Speech API + MCP scores 75.3 (BB) on agent readiness against Smallest.ai Lightning TTS's 64.4 (B), and leads in 5 of 7 scored categories.\n\n### Do ElevenLabs Text to Speech API + MCP and Smallest.ai Lightning TTS need an API key?\n\nElevenLabs Text to Speech API + MCP takes an API key or an OAuth sign-in.
