Hosted reading. www.cloudflarestatus.com is a Statuspage with Workers AI, AI Gateway and API as separate components (20). The incidents feed read on 9 October held 50 incidents from 21 September to 8 October 2026, none naming Workers AI or AI Gateway. The feed read on 1 November holds 50 incidents from 16 to 31 October. Workers AI is listed only in "Issues with AI Security for Apps" on 27 October, intermittent failures in unsafe topic detection with impact none, resolved after 38 minutes. The 23 October network incident, labelled major, describes some traffic between Ashburn and Atlanta and some customers in North America, so it reads as partial, as this run's other Cloudflare re-checks read regional incidents. The history page loads by script, so 3 August to 20 September and 9 to 15 October went unread. The 28 July changelog that cited 429 and 3040 capacity errors has left the 90 days, so the line is 12 of 30 (10 before), as cloudflare-r2 and cloudflare-mcp read the same page with an unread stretch on 1 November. Limits are published per task type, 300 requests a minute for text generation and 20 or 50 a minute per paid model, unchanged since 17 September (15). A 429 carries code 3036 for a spent free allocation or 3040 for capacity, `rejectIfBusy` fails fast, the batch route queues work, and the Cloudflare API returns `retry-after` and `Ratelimit` headers for its own limit. No `Retry-After` or backoff figures were found for a 3040 (11 of 15). No SLA for Workers AI was found. The legal index names only an enterprise support and SLA page, which we did not read (0). The limits page says Workers AI is generally available, with lower limits possible on beta models (10). 20 + 12 + 15 + 11 + 0 + 10 = 68.",

Standard PayGo publishes usage tiers by 30-day spend with baseline throughput, 2,000,000 to 50,000,000 tokens a minute for Flash models and 500,000 to 10,000,000 for Pro, plus quota tables for other methods (15). A 429 page says to use the global endpoint and truncated exponential backoff, and a retry-strategy page (15). SLA of 99.5 per cent a month on generateContent and streamGenerateContent, 95 per cent for short-term availability models, and a latency SLO on Provisioned Throughput. The 429 page says pay-as-you-go 429s don't count toward the SLA error rate (10). Gemini 4 Argon reached GA on 13 October and Gemini 3.8 Flash moved to the 12-month tier, and the v1 API, 3.5 Flash-Lite and Claude Opus 5.5 are GA, but express mode was Preview at the 6 October check (9 of 10, up from 8). 20 + 12 + 15 + 11 + 0 + 10 = 68.
- Vertex AI (Gemini Enterprise Agent Platform) (99): Google Cloud status dashboard with per-product history (20). Its incident feed, read on 6 November, has no incident naming Vertex Gemini API, Gemini or the Agent Platform in the 90 days. The regional incidents of 20 August, 1 September and 20 October (europe-west2) and the Cloud Storage incident of 8 and 9 October didn't list it among affected products (30). Up from 98 on 6 October.

### Agent ergonomics: Vertex AI (Gemini Enterprise Agent Platform) +22

- Cloudflare Workers AI (75): Model reading of the checklist (tool use, structured output, caching, context, batch, SDKs, errors). OpenAI-style tool calling with `parallel_tool_calls` on models tagged for it, and embedded function calling in Workers. The changelog of 17 February 2026 fixed six faults, five of them in tool-call round trips (15 of 20). `json_object` and `json_schema` formats. The docs say schema adherence is not guaranteed and JSON Mode does not stream, and the page's list of six supported models names three that were retired in May (9 of 15). Prefix caching on by default for select models, `x-session-affinity`, cached counts in `usage` and published cached prices (12 of 15). 1,048,576 tokens on DeepSeek V4 and GLM-5.3 and 256,000 on Gemma 4, against 24,000 on Llama 3.3 70B fast (12 of 15). An asynchronous batch route on tagged models with a 10 MB payload limit and no stated discount (7 of 10). The OpenAI SDKs work with a changed base URL, with Responses limited to two models and no streaming. Cloudflare's own SDKs cover TypeScript, Python and Go (9 of 10). Errors carry an internal code and message, and a 429 tells a spent allocation from a capacity limit (11 of 15).
- Vertex AI (Gemini Enterprise Agent Platform) (97): Model reading of the checklist (tool use, structured output, caching, context, batch, SDKs, errors). Function calling with `FunctionCallingConfig` mode ANY and `allowedFunctionNames` to force a named tool (20). Schema-guaranteed JSON output (15). Implicit and explicit context caching, cached input at 0.1x, $0.075 per million on 3.8 Flash through 31 December (15). 1,048,576-token context on 3.8 Flash, a unified 1,048,576-token input and output limit on Gemini 4 Argon, and 1,000,000 on Claude Opus 5.5 (15). Flex/Batch at half price on Gemini (10). Gen AI SDKs for Python and JavaScript among others, and the OpenAI libraries work with Google Cloud auth (10). 429 handling documented per quota framework, with standard Google status codes elsewhere (12 of 15).

### Maintenance & community: Vertex AI (Gemini Enterprise Agent Platform) +19

- Cloudflare Workers AI (72): Model reading. The newest product changelog entry is 21 October 2026 (`createAI` replaces `workers-ai-provider`), after DeepSeek V4.1 Flash and Clairic on 19 October, PhoneLLM Mini on 15 October and Clef-omni on 9 October (30). No minimum notice for model changes was found. The notice of 8 May 2026 retired 18 models 22 days later, and a notice of 18 September 2025 retired models 13 days later (5 of 12). Eighteen models went on 30 May 2026, one aliased to a pricier successor. No retirement was announced between 9 October and 1 November (3 of 8). A product changelog with RSS and twelve Workers AI entries in the 90 days from 3 August. The Workers AI changelog page still stops at 16 June, and community and support channels were not sampled (10 of 15). Replies on the SDK repositories were not examined (3 of 10). `cloudflare` for TypeScript 7.3.0 and Python 5.9.0 (tagged 2 October 2026) are still the newest tags on 1 November. `workers-ai-provider` 4.0.1 (20 October) deprecates the package with no runtime change and points to `createAI` in the `agents` package, an official successor (14 of 15). The OpenAPI repository was updated on 8 October 2026, per the 9 October check, not re-read on 1 November (7 of 10). 30 + 5 + 3 + 10 + 3 + 14 + 7 = 72.
- Vertex AI (Gemini Enterprise Agent Platform) (91): Model reading. Gemini Omni 1.2 Flash GA on 5 November, Grok 4.7 GA on 27 October, Gemini 4 Argon GA on 13 October and Claude Haiku 5.5 on 7 October 2026 (30). Stable models stay at least 12 months, and since 6 October Gemini 4 Argon and Gemini 3.8 Flash are in that tier, while 3.7 and 3.6 Flash remain short-term with at least 45 days' notice once a date is set (10 of 12, up from 8). Gemini 2.5 Pro, Flash and Flash-Lite were due to retire on 20 October, three models on one date after more than 12 months, with replacements named. We didn't check partner model retirements (6 of 8, down from 8). Dated release notes on most working days, newest 5 November, and Cloud Customer Care (15). python-genai replies not sampled this run (5 of 10). Current SDKs, google-genai 3.0.0 on 6 November and `@google/genai` 3.0.0, and google-cloud-aiplatform 2.7.0 on 28 October 2026 (15). Supported runtimes stated, Python 3.10 or later and Node 20 or later, per the 6 October check (10). Unchanged at 91.

### Security & auth: Vertex AI (Gemini Enterprise Agent Platform) +17

- Cloudflare Workers AI (80): Model reading. Cloudflare API tokens are revocable, limited to Workers AI Read or Edit on chosen accounts, and take an expiry and an IP address filter. Permission is per account, not per model, and the API reference also accepts the older global API key (27 of 30). The data usage page and the service-specific terms of 28 September 2026 say Customer Content is not used to train models without consent. The data page adds that it is not used to improve services, while clause 9 of the same terms section allows use as needed to provide and improve the Services (17 of 20). The data page says content may be stored if a storage service is used with Workers AI. It gives no retention period for inference inputs and no explicit zero-retention statement, and AI Gateway logs prompts and responses by default when a call is routed through a gateway (9 of 15). Gateway logs record prompt, response, tokens and cost per request, and the dashboard shows neuron usage. Direct calls have no per-request log that we found, and account audit logs were not read this run (9 of 15). security.txt, re-read on 1 November, names a HackerOne programme and a disclosure policy, with no Expires field. Cloudflare's ISO certifications page, read on 1 November, says Cloudflare is certified to ISO 27001 (since 2019, now to its 2022 edition), ISO 27018 and ISO 27701, with a scope of the Cloudflare global cloud platform, which doesn't name Workers AI. 2 held back for the missing Expires field, which RFC 9116 requires, the reading cloudflare-r2 gave the same evidence on 1 November (18 of 20, 15 before, when certifications went unread). 27 + 17 + 9 + 9 + 18 = 80.
- Vertex AI (Gemini Enterprise Agent Platform) (97): Model reading. OAuth 2.0 with IAM roles and service accounts, which the docs recommend for production, with API keys for testing. No key in a query string found in the docs we read (30). The training restriction in the Service Specific Terms says Google won't use customer data to train or fine-tune any model without permission, GA and pre-GA alike (20). Default in-memory caching for 24 hours that can be disabled, flagged prompts logged up to 90 days unless an abuse-monitoring exception is granted or the customer has a Cloud Master Agreement, the Interactions API storing by default, and Claude Fable 5 and Mythos 5 requiring 30-day retention shared with Anthropic (12 of 15, a judgement call matching the Fable exception on the Anthropic and Bedrock listings). Cloud Audit Logs, with Data Access logs off until enabled, and optional request-response logging to BigQuery (15). google.com security.txt valid to 2030-04-01, the Google VRP, and Generative AI on the platform in ISO 27001, 27017 and 27018 and SOC 1, 2 and 3 scope per the 1 October services-in-scope check for vertex-ai-tuning, not re-read on 6 October (20).

### Schema & documentation: Vertex AI (Gemini Enterprise Agent Platform) +14

- Cloudflare Workers AI (80): Model reading, scored on the API lines. Cloudflare's public OpenAPI 3.0.3 document, updated 8 October 2026, has 14 paths and 15 operations under `/ai/`. `/ai/run/{model_name}` takes 13 input shapes by task and lists only 200 and 400 responses, and the OpenAI-style `/ai/v1/` routes are not in it. Each model page links JSON Schemas for input and output, and `GET /ai/models/schema` returns them (22 of 25). `llms.txt` for Workers AI and a Markdown copy of every page (10). Model pages give a description, capability tags, context window and price, and the batch, caching and reject-busy pages say when to use each. Nothing says when not to pick a model (14 of 20). Parameters are typed with defaults, enums and nullability on the model pages (12 of 15). TypeScript, Python and curl examples on every model page and a table of 17 error codes with HTTP statuses. The quick start and the OpenAI page still use `@cf/meta/llama-3.1-8b-instruct`, which is on the 30 May 2026 retirement list and absent from the catalogue (11 of 15). A dated product changelog with RSS. Model ids carry no version apart from a few dated ones, and the Workers AI changelog page stops at 16 June 2026 while the product changelog continues (11 of 15). The OpenAPI document was not re-read on 1 November. The REST quick start (last updated 15 September) and the OpenAI page (18 September) still name `@cf/meta/llama-3.1-8b-instruct` on 1 November, and the error table still has 17 codes.
- Vertex AI (Gemini Enterprise Agent Platform) (94): Model reading. Keyless discovery document for the Agent Platform API v1, revision 20260930, with 1,128 methods and 1,493 schemas (25). No llms.txt, but every docs page answers as Markdown at `.md.txt`, counted as for vertex-ai-tuning (10). Model cards give limits, capabilities and retirement dates, and the 3.8 Flash card says when to use 3.7 Flash instead, but the docs mix the Vertex AI and Agent Platform names, and the OpenAI page tells new users to call the Gemini Developer API instead (16 of 20). Structured output with `response_schema` and `response_mime_type: application/json` always follows the schema per the docs, and complex schemas fail with a 400 (15). Examples on every page and a 429 guide, but we found no full error code list for generateContent (13 of 15). Versioned v1 and v1beta1 APIs and release notes with entries on most working days, newest 5 November 2026 (15).

### Transparency & trust: Vertex AI (Gemini Enterprise Agent Platform) +14

- Cloudflare Workers AI (76): Closed service under the Self-Serve Subscription Agreement and service-specific terms with a Workers AI section. The hosted models are open-weight with licence links on their pages, and the SDKs are Apache-2.0 and MIT (18 of 30). The data usage page, the service-specific terms and the privacy policy of 4 November 2025 agree on ownership and no training. The privacy policy gives retention criteria, not periods, the two documents differ on use to improve services, and the DPA the terms link was not read (20 of 30). No deprecation policy was found. The changelog posts dated notices, among them the 21 October deprecation of `workers-ai-provider` with no end date, and section 8 of the agreement lets Cloudflare modify or discontinue a service without notice (8 of 20). A sub-processor page exists and links a list for Cloudflare services, which we did not read. Model pages are tagged Cloudflare-hosted, and where a request runs is not stated beyond Cloudflare's network (10 of 20). 18 + 20 + 8 + 10 = 56.
- Vertex AI (Gemini Enterprise Agent Platform) (90): Closed service under the Google Cloud terms, with the Gen AI SDKs under Apache-2.0 and a public discovery document (18, as for Bedrock's open service models). The zero data retention and abuse monitoring pages agree with the Cloud terms and give periods for each case, 24 hours in memory, up to 90 days for flagged prompts, 30 days for Advanced AI models, 3 days for Search grounding logs and 30 days for Maps grounding, and say which can't be switched off (27 of 30). A dated model versions table with release and retirement dates and a stated 12-month or 45-day policy, but on 6 November it still listed Gemini 2.5 Pro, Flash and Flash-Lite as available with a 20 October 2026 retirement date and left them out of the retired table (18 of 20, down from 20). The Cloud subprocessor list with locations, per the 1 October vertex-ai-tuning check, regional and multi-region endpoints, and per-model ML processing locations on the partner model cards (20).

## Score by category

| Category | Weight | Cloudflare Workers AI | Vertex AI (Gemini Enterprise Agent Platform) | Edge |
| --- | --- | --- | --- | --- |
| Reliability | 16% (20 this run) | 68 | 99 | Vertex AI (Gemini Enterprise Agent Platform) +31 |
| Performance | 10%, pending | pending | pending | not scored in this run |
| Schema & documentation | 13% (16.2 this run) | 80 | 94 | Vertex AI (Gemini Enterprise Agent Platform) +14 |
| Agent ergonomics | 13% (16.2 this run) | 75 | 97 | Vertex AI (Gemini Enterprise Agent Platform) +22 |
| Security & auth | 14% (17.5 this run) | 80 | 97 | Vertex AI (Gemini Enterprise Agent Platform) +17 |
| Payments & pricing | 10% (12.5 this run) | 52 | 40 | Cloudflare Workers AI +12 |
| Task success | 10%, pending | pending | pending | not scored in this run |
| Maintenance & community | 7% (8.8 this run) | 72 | 91 | Vertex AI (Gemini Enterprise Agent Platform) +19 |
| Transparency & trust | 7% (8.8 this run) | 76 | 90 | Vertex AI (Gemini Enterprise Agent Platform) +14 |
| Negative events | ≤15 | -3 | 0 | |
| **Total** | | **69.2 · B** | **88.7 · AA** | |

## Facts side by side

| Fact | Cloudflare Workers AI | Vertex AI (Gemini Enterprise Agent Platform) |
| --- | --- | --- |
| Kind | Model API | Model API |
| Vendor | Cloudflare, Inc. | Google Cloud |
| Hosted endpoint | `https://api.cloudflare.com/client/v4/accounts/{account_id}/ai` | `https://aiplatform.googleapis.com/v1` |
| Transports | HTTP | HTTP |
| Auth | API key | OAuth or key |
| Pricing | Freemium | Pay per use |
| x402 | payer tooling only | no |
| Licence | Proprietary service under Cloudflare's Self-Serve Subscription Agreement. No SLA was found, three models moved to paid-only access on 28 July 2026 with no notice, and the REST quick start still uses a model retired in May.

**Vertex AI (Gemini Enterprise Agent Platform).** Gemini, Claude and open models through one Google Cloud API with IAM, regional endpoints, schema-guaranteed JSON and a 99.5 per cent SLA, and no Vertex incident on the Cloud status page in the 90 days to 6 November 2026. Gemini 4 Argon and 3.8 Flash have 12-month availability, but short-term Flash models get a 95 per cent SLA.

## Before you call either

### Cloudflare Workers AI

1. Check the model page before calling. Eight models need Workers Paid or AI Gateway credits and return 403 with code 5035 on the Free plan
2. Read the internal code on a 429. 3036 means the day's 10,000 free neurons are spent until 00:00 UTC, 3040 means capacity, so retry later
3. Set `options.rejectIfBusy` to fail fast, or add `?queueRequest=true` for the batch route when the answer can wait
4. Send the same `x-session-affinity` value on every turn of a session to reach the prefix cache and the cached-input price
5. Use `createAI` from `agents/models/ai-sdk` for the Vercel AI SDK. `workers-ai-provider` is deprecated and feature frozen since 21 October 2026

### Vertex AI (Gemini Enterprise Agent Platform)

1. Call the `global` location on aiplatform.googleapis.com unless data residency requires a Region. The 429 guide says it spreads load and reduces errors
2. Back off exponentially on 429 `Resource exhausted`. On Standard PayGo it means shared capacity is busy, not a fixed quota
3. Send `response_schema` with `response_mime_type: application/json`. JSON mode alone doesn't guarantee valid output
4. Set `store` to false on Interactions API calls. It defaults to true and keeps prompts and responses
5. Pin `gemini-4-argon` or `gemini-3.8-flash`, both in the 12-month tier, rather than 3.7 or 3.6 Flash, which retire on 28 January 2027 and 19 November 2026

## Questions

### Which is better for AI agents, Cloudflare Workers AI or Vertex AI (Gemini Enterprise Agent Platform)?

Vertex AI (Gemini Enterprise Agent Platform) scores 88.7 (AA) on agent readiness against Cloudflare Workers AI's 69.2 (B), and leads in 6 of 7 scored categories. Cloudflare Workers AI leads on payments & pricing.

### Do Cloudflare Workers AI and Vertex AI (Gemini Enterprise Agent Platform) need an API key?

Cloudflare Workers AI needs an API key. Vertex AI (Gemini Enterprise Agent Platform) takes an API key or an OAuth sign-in.

### Can an agent call Cloudflare Workers AI and Vertex AI (Gemini Enterprise Agent Platform) without installing anything?

Yes. Cloudflare Workers AI has a hosted endpoint at https://api.cloudflare.com/client/v4/accounts/{account_id}/ai and Vertex AI (Gemini Enterprise Agent Platform) at https://aiplatform.googleapis.com/v1.

## For agents

- This comparison as JSON: https://www.anchorterminal.com/compare/cloudflare-workers-ai-vs-vertex-ai.json, and with the fewest tokens: https://www.anchorterminal.com/compare/cloudflare-workers-ai-vs-vertex-ai.min.md
- Over MCP at https://www.anchorterminal.com/mcp (no key): `compare_tools {"a": "cloudflare-workers-ai", "b": "vertex-ai"}`.
