On 8 October new log IDs and request IDs changed from ULIDs and random UUIDs to UUIDv7, announced the same day with advice to update code that checks the ULID format. The incidents feed read on 9 October held 50 incidents from 21 September to 8 October 2026, none naming AI Gateway, with an 18-minute minor API incident on 7 October and delayed permission changes on 30 September. On 1 November the host's history.atom held only scheduled maintenance for 2 to 6 November, and the history page loads by script. Whether the incidents posted from 16 to 31 October name AI Gateway wasn't read for this listing (cloudflare-r2, cloudflare-workers-ai and cloudflare-email-service read that list for their own components only), and 3 August to 20 September and 9 to 15 October went unread too. An unread window isn't credited, so the line rests on the 21 September to 8 October reading alone, as on 9 October (10 of 30). Unified Billing traffic is limited to 200 requests per 60 seconds per gateway, re-read on 1 November, the Cloudflare API to 1,200 requests per five minutes per token, and BYOK traffic has no gateway limit (15). Over-limit and over-budget requests return 429, the Cloudflare API returns `retry-after` and `Ratelimit` headers for its own limit, and retries with backoff and model fallbacks can be set per request or per gateway. No `Retry-After` was found for the gateway's own 429, and nothing separates a rate-limit 429 from a spend-limit 429 (11 of 15). No SLA naming AI Gateway was found. The Enterprise SLA lists service-specific SLAs for R2, Queues and Workers only (0). The core product carries no beta label, and Machine Payments is in beta (10). 20 + 10 + 15 + 11 + 0 + 10 = 66.",

Standard PayGo publishes usage tiers by 30-day spend with baseline throughput, 2,000,000 to 50,000,000 tokens a minute for Flash models and 500,000 to 10,000,000 for Pro, plus quota tables for other methods (15). A 429 page says to use the global endpoint and truncated exponential backoff, and a retry-strategy page (15). SLA of 99.5 per cent a month on generateContent and streamGenerateContent, 95 per cent for short-term availability models, and a latency SLO on Provisioned Throughput. The 429 page says pay-as-you-go 429s don't count toward the SLA error rate (10). Gemini 4 Argon reached GA on 13 October and Gemini 3.8 Flash moved to the 12-month tier, and the v1 API, 3.5 Flash-Lite and Claude Opus 5.5 are GA, but express mode was Preview at the 6 October check (9 of 10, up from 8). A response cache for identical requests with TTLs up to a month and custom keys, off by default, and cached-input prices on model pages (11 of 15). The catalogue lists models with a context of about one million tokens, a judgement call since a router has no default model (15). Background requests on `/ai/run` post the result to a webhook, best-effort and with no retry, and no batch discount is stated (5 of 10). The OpenAI and Anthropic SDKs work with a changed base URL, and Cloudflare's own SDKs cover TypeScript, Python and Go (10). Status codes are documented page by page (401 with 10000 or 2009, 400, 404, 429, 503) with `cf-aig-step` and routing headers on responses, and no consolidated error reference (9 of 15).",

No table of gateway error codes was found. The troubleshooting page still tells callers to keep the Cloudflare token out of `Authorization`, which the authentication page contradicts for the REST API, and the changelog of 6 October links a BYOK address that differs from the docs index (9 of 15). Model cards give limits, capabilities and retirement dates, and the 3.8 Flash card says when to use 3.7 Flash instead, but the docs mix the Vertex AI and Agent Platform names, and the OpenAI page tells new users to call the Gemini Developer API instead (16 of 20). Structured output with `response_schema` and `response_mime_type: application/json` always follows the schema per the docs, and complex schemas fail with a 400 (15). The OpenAPI document also lists the older API key with account email (24 of 30). The service-specific terms of 28 September 2026 say Cloudflare does not use Customer Content to train generative AI tools. Any token with AI Gateway Run can send requests through every gateway in the account and spend its stored provider keys

### Vertex AI (Gemini Enterprise Agent Platform) (AA)

Good for: Google Cloud customers who need Gemini with residency, VPC-SC, provisioned throughput and an SLA, or Claude under a Google bill.

Ahead on:
- Reliability, 99 against 66
- Schema & documentation, 94 against 75
- Agent ergonomics, 97 against 73
- Security & auth, 97 against 80
- Maintenance & community, 91 against 75
- Transparency & trust, 90 against 74

Also in its favour:
- Agent-ready, a grade of BB or better
- Free to start without a card
- No incidents deducted, where Cloudflare AI Gateway loses 3 points for them

Watch for: The SLA drops from 99.5 to 95 per cent for short-term availability models, Gemini 3.7 and 3.6 Flash among them

## Why the edge

### Reliability: Vertex AI (Gemini Enterprise Agent Platform) +33

- Cloudflare AI Gateway (66): Hosted reading. www.cloudflarestatus.com is a Statuspage with AI Gateway, Workers AI and API as separate components (20). 20 + 10 + 15 + 11 + 0 + 10 = 66.
- Vertex AI (Gemini Enterprise Agent Platform) (99): Google Cloud status dashboard with per-product history (20). Its incident feed, read on 6 November, has no incident naming Vertex Gemini API, Gemini or the Agent Platform in the 90 days. The regional incidents of 20 August, 1 September and 20 October (europe-west2) and the Cloud Storage incident of 8 and 9 October didn't list it among affected products (30). Up from 98 on 6 October.

### Agent ergonomics: Vertex AI (Gemini Enterprise Agent Platform) +24

- Cloudflare AI Gateway (73): Router, read on the model lines (tool use, structured output, caching, context, batch, SDKs, errors). Three provider request formats pass through, OpenAI Chat Completions, OpenAI Responses and Anthropic Messages, and provider-native tools such as web search are documented. Tool behaviour depends on the routed model (15 of 20). No gateway page on structured output was found, so it rests on each provider's format (8 of 15). Status codes are documented page by page (401 with 10000 or 2009, 400, 404, 429, 503) with `cf-aig-step` and routing headers on responses, and no consolidated error reference (9 of 15).
- Vertex AI (Gemini Enterprise Agent Platform) (97): Model reading of the checklist (tool use, structured output, caching, context, batch, SDKs, errors). Function calling with `FunctionCallingConfig` mode ANY and `allowedFunctionNames` to force a named tool (20). Schema-guaranteed JSON output (15). Implicit and explicit context caching, cached input at 0.1x, $0.075 per million on 3.8 Flash through 31 December (15). 1,048,576-token context on 3.8 Flash, a unified 1,048,576-token input and output limit on Gemini 4 Argon, and 1,000,000 on Claude Opus 5.5 (15). Flex/Batch at half price on Gemini (10). Gen AI SDKs for Python and JavaScript among others, and the OpenAI libraries work with Google Cloud auth (10). 429 handling documented per quota framework, with standard Google status codes elsewhere (12 of 15).

### Schema & documentation: Vertex AI (Gemini Enterprise Agent Platform) +19

- Cloudflare AI Gateway (75): Router, scored on the API lines. Cloudflare's public OpenAPI 3.0.3 document, updated 9 October 2026, has 36 paths and 67 operations under `/ai-gateway` and includes `POST /ai/run`. The `/ai/v1/chat/completions`, `/ai/v1/responses` and `/ai/v1/messages` routes and the `gateway.ai.cloudflare.com` endpoints are not in it (20 of 25). An AI Gateway `llms.txt` and a Markdown copy of every page (10). Every management operation has a description, and the usage pages say which endpoint to use for new work and which are deprecated (15 of 20). Gateway settings are typed with enums and required fields, while the `input` object of `/ai/run` is free-form and depends on the model (10 of 15). Curl, SDK and Worker examples on most pages. No table of gateway error codes was found. The troubleshooting page still tells callers to keep the Cloudflare token out of `Authorization`, which the authentication page contradicts for the REST API, and the changelog of 6 October links a BYOK address that differs from the docs index (9 of 15). A dated changelog with RSS. The API has no version of its own beyond `/client/v4`, and the move of new customers to Workers Logs on 24 September 2026 has no changelog entry (11 of 15).
- Vertex AI (Gemini Enterprise Agent Platform) (94): Model reading. Keyless discovery document for the Agent Platform API v1, revision 20260930, with 1,128 methods and 1,493 schemas (25). No llms.txt, but every docs page answers as Markdown at `.md.txt`, counted as for vertex-ai-tuning (10). Examples on every page and a 429 guide, but we found no full error code list for generateContent (13 of 15). Versioned v1 and v1beta1 APIs and release notes with entries on most working days, newest 5 November 2026 (15).

### Security & auth: Vertex AI (Gemini Enterprise Agent Platform) +17

- Cloudflare AI Gateway (80): Router, read on the model lines. Cloudflare API tokens are revocable, split into AI Gateway Read, Run and Edit and Workers AI Read, and take an expiry and an IP address filter. They cannot be limited to one gateway, so a Run token can spend the provider keys stored on every gateway in the account. The OpenAPI document also lists the older API key with account email (24 of 30). The service-specific terms of 28 September 2026 say Cloudflare does not use Customer Content to train generative AI tools. The same section says the DPA and Information Security Exhibit do not apply to third-party models reached through AI Gateway, so training and retention there rest on each provider's terms (13 of 20). Prompts and responses are logged by default. Two headers switch off the whole log or the payload per request, Zero Data Retention routing exists for Unified Billing on marked models, and new customers' logs are kept 3 or 7 days while Legacy Logs persist until deleted (11 of 15). Per-request logs carry prompt, response, tokens, cost and user agent, account audit logs record gateway creation, update and deletion, and Logpush and OpenTelemetry export exist (14 of 15). security.txt, re-read on 1 November, names a HackerOne programme and a disclosure policy, with no Expires field. Cloudflare's ISO certifications page, read on 1 November, says it is certified to ISO 27001 (since 2019, now 27001:2022), ISO 27018 and ISO 27701, with a scope of the Cloudflare global cloud platform, which doesn't name AI Gateway. 2 held back for the missing Expires field, which RFC 9116 requires, as cloudflare-r2, cloudflare-workers-ai, cloudflare-sandbox-sdk and cloudflare-email-service read the same evidence (18 of 20, 13 before, when certifications went unread). Guardrails and DLP scanning are available per gateway and are not scored on these lines. 24 + 13 + 11 + 14 + 18 = 80.
- Vertex AI (Gemini Enterprise Agent Platform) (97): Model reading. OAuth 2.0 with IAM roles and service accounts, which the docs recommend for production, with API keys for testing. No key in a query string found in the docs we read (30). The training restriction in the Service Specific Terms says Google won't use customer data to train or fine-tune any model without permission, GA and pre-GA alike (20). Default in-memory caching for 24 hours that can be disabled, flagged prompts logged up to 90 days unless an abuse-monitoring exception is granted or the customer has a Cloud Master Agreement, the Interactions API storing by default, and Claude Fable 5 and Mythos 5 requiring 30-day retention shared with Anthropic (12 of 15, a judgement call matching the Fable exception on the Anthropic and Bedrock listings). Cloud Audit Logs, with Data Access logs off until enabled, and optional request-response logging to BigQuery (15). google.com security.txt valid to 2030-04-01, the Google VRP, and Generative AI on the platform in ISO 27001, 27017 and 27018 and SOC 1, 2 and 3 scope per the 1 October services-in-scope check for vertex-ai-tuning, not re-read on 6 October (20).

### Maintenance & community: Vertex AI (Gemini Enterprise Agent Platform) +16

- Cloudflare AI Gateway (75): Router, read on the model lines. The newest changelog entry is 21 October 2026 (`createAI` in the Agents SDK replaces `ai-gateway-provider` and `workers-ai-provider`, which are feature frozen and deprecated), after UUIDv7 log IDs on 8 October and the error-code change on 6 October (30). No minimum notice for API changes was found. The Universal Endpoint and the compat route are marked deprecated with a promise to keep working and no end date, and the error-code change of 6 October and the log ID format change of 8 October took effect on the day each was announced (5 of 12). No gateway endpoint was shut down in the last 90 days that we found. Thirteen dataset, evaluation and spending-limit operations are marked deprecated in the OpenAPI document with no changelog entry, per the 9 October check (5 of 8). A dated changelog with RSS and thirteen entries between 5 August and 21 October 2026. The Discord community was not sampled (11 of 15). Replies on the SDK repositories were not examined (3 of 10). `cloudflare` for TypeScript 7.3.0 and Python 5.9.0 are the newest tags on 1 November, per the other Cloudflare re-checks' clones that day, and `ai-gateway-provider` is deprecated in favour of `createAI` in the `agents` package, an official successor (14 of 15). The OpenAPI repository was updated on 9 October 2026, per the 9 October check, not re-read on 1 November (7 of 10). 30 + 5 + 5 + 11 + 3 + 14 + 7 = 75.
- Vertex AI (Gemini Enterprise Agent Platform) (91): Model reading. Gemini Omni 1.2 Flash GA on 5 November, Grok 4.7 GA on 27 October, Gemini 4 Argon GA on 13 October and Claude Haiku 5.5 on 7 October 2026 (30). Stable models stay at least 12 months, and since 6 October Gemini 4 Argon and Gemini 3.8 Flash are in that tier, while 3.7 and 3.6 Flash remain short-term with at least 45 days' notice once a date is set (10 of 12, up from 8). Gemini 2.5 Pro, Flash and Flash-Lite were due to retire on 20 October, three models on one date after more than 12 months, with replacements named. We didn't check partner model retirements (6 of 8, down from 8). Dated release notes on most working days, newest 5 November, and Cloud Customer Care (15). python-genai replies not sampled this run (5 of 10). Current SDKs, google-genai 3.0.0 on 6 November and `@google/genai` 3.0.0, and google-cloud-aiplatform 2.7.0 on 28 October 2026 (15). Supported runtimes stated, Python 3.10 or later and Node 20 or later, per the 6 October check (10). Unchanged at 91.

### Transparency & trust: Vertex AI (Gemini Enterprise Agent Platform) +16

- Cloudflare AI Gateway (74): Closed service under the Self-Serve Subscription Agreement and service-specific terms with a section for Workers AI and AI Gateway. Each model page links the provider's terms, `ai-gateway-provider` is MIT and the OpenAPI repository is BSD-3-Clause (16 of 30). The service terms, the logging and Zero Data Retention pages, the DPA (version 6.4, 3 April 2026) and the privacy policy of 4 November 2025 were read. The privacy policy gives retention criteria, not periods. The terms take third-party models outside the DPA, while the sub-processor list names five model providers for AI Gateway, and the two are hard to square (17 of 30). No deprecation policy was found. Deprecated endpoints carry notices with no dates, and section 8 of the agreement lets Cloudflare modify or discontinue a service without notice (6 of 20). The sub-processor list, last updated 1 October 2025, names Google, Anthropic, OpenAI, xAI and Groq for AI Gateway with locations. The catalogue on 9 October 2026 also carries models from Alibaba, ByteDance, MiniMax and others that the list does not name (12 of 20). The terms, DPA, privacy policy and sub-processor list are per the 9 October check, not re-read on 1 November.
- Vertex AI (Gemini Enterprise Agent Platform) (90): Closed service under the Google Cloud terms, with the Gen AI SDKs under Apache-2.0 and a public discovery document (18, as for Bedrock's open service models). The zero data retention and abuse monitoring pages agree with the Cloud terms and give periods for each case, 24 hours in memory, up to 90 days for flagged prompts, 30 days for Advanced AI models, 3 days for Search grounding logs and 30 days for Maps grounding, and say which can't be switched off (27 of 30). A dated model versions table with release and retirement dates and a stated 12-month or 45-day policy, but on 6 November it still listed Gemini 2.5 Pro, Flash and Flash-Lite as available with a 20 October 2026 retirement date and left them out of the retired table (18 of 20, down from 20). The Cloud subprocessor list with locations, per the 1 October vertex-ai-tuning check, regional and multi-region endpoints, and per-model ML processing locations on the partner model cards (20).

## Score by category

| Category | Weight | Cloudflare AI Gateway | Vertex AI (Gemini Enterprise Agent Platform) | Edge |
| --- | --- | --- | --- | --- |
| Reliability | 16% (20 this run) | 66 | 99 | Vertex AI (Gemini Enterprise Agent Platform) +33 |
| Performance | 10%, pending | pending | pending | not scored in this run |
| Schema & documentation | 13% (16.2 this run) | 75 | 94 | Vertex AI (Gemini Enterprise Agent Platform) +19 |
| Agent ergonomics | 13% (16.2 this run) | 73 | 97 | Vertex AI (Gemini Enterprise Agent Platform) +24 |
| Security & auth | 14% (17.5 this run) | 80 | 97 | Vertex AI (Gemini Enterprise Agent Platform) +17 |
| Payments & pricing | 10% (12.5 this run) | 52 | 40 | Cloudflare AI Gateway +12 |
| Task success | 10%, pending | pending | pending | not scored in this run |
| Maintenance & community | 7% (8.8 this run) | 75 | 91 | Vertex AI (Gemini Enterprise Agent Platform) +16 |
| Transparency & trust | 7% (8.8 this run) | 74 | 90 | Vertex AI (Gemini Enterprise Agent Platform) +16 |
| Negative events | ≤15 | -3 | 0 | |
| **Total** | | **67.8 · B** | **88.7 · AA** | |

## Facts side by side

| Fact | Cloudflare AI Gateway | Vertex AI (Gemini Enterprise Agent Platform) |
| --- | --- | --- |
| Kind | Model router | Model API |
| Vendor | Cloudflare, Inc. | Google Cloud |
| Hosted endpoint | `https://api.cloudflare.com/client/v4/accounts/{account_id}/ai` | `https://aiplatform.googleapis.com/v1` |
| Transports | HTTP | HTTP |
| Auth | API key | OAuth or key |
| Pricing | Freemium | Pay per use |
| x402 | payer tooling only | no |
| Licence | Proprietary service under Cloudflare's Self-Serve Subscription Agreement and its service-specific terms. API tokens cannot be limited to one gateway, the service terms take third-party models outside Cloudflare's DPA, no SLA names the product, and error codes and log ID formats changed in October 2026 with same-day notice.

**Vertex AI (Gemini Enterprise Agent Platform).** Gemini, Claude and open models through one Google Cloud API with IAM, regional endpoints, schema-guaranteed JSON and a 99.5 per cent SLA, and no Vertex incident on the Cloud status page in the 90 days to 6 November 2026. Gemini 4 Argon and 3.8 Flash have 12-month availability, but short-term Flash models get a 95 per cent SLA.

## Before you call either

### Cloudflare AI Gateway

1. Use the REST API at `api.cloudflare.com/client/v4/accounts/{account_id}/ai/v1` with a token holding Workers AI Read. A token with only an AI Gateway permission returns 401 with code 10000
2. Send `cf-aig-gateway-id` on every Workers AI (`@cf/`) call and on dynamic routes. Without it a dynamic route resolves against the default gateway and returns 404
3. Set `cf-aig-collect-log: false` or `cf-aig-collect-log-payload: false` on sensitive requests. Logging of prompts and responses is on by default
4. Treat a 429 as a rate limit or a spent budget and a 401 with code 2009 as a rejected provider key. Do not retry a 2009
5. Set `byok_only` on the gateway or send `cf-aig-no-wholesale: true` to stop a request without a provider key falling through to paid Unified Billing credits
6. Use `createAI` from the `agents` package for new AI SDK code. `ai-gateway-provider` is deprecated and gets no new work

### Vertex AI (Gemini Enterprise Agent Platform)

1. Call the `global` location on aiplatform.googleapis.com unless data residency requires a Region. The 429 guide says it spreads load and reduces errors
2. Back off exponentially on 429 `Resource exhausted`. On Standard PayGo it means shared capacity is busy, not a fixed quota
3. Send `response_schema` with `response_mime_type: application/json`. JSON mode alone doesn't guarantee valid output
4. Set `store` to false on Interactions API calls. It defaults to true and keeps prompts and responses
5. Pin `gemini-4-argon` or `gemini-3.8-flash`, both in the 12-month tier, rather than 3.7 or 3.6 Flash, which retire on 28 January 2027 and 19 November 2026

## Questions

### Which is better for AI agents, Cloudflare AI Gateway or Vertex AI (Gemini Enterprise Agent Platform)?

Vertex AI (Gemini Enterprise Agent Platform) scores 88.7 (AA) on agent readiness against Cloudflare AI Gateway's 67.8 (B), and leads in 6 of 7 scored categories. Cloudflare AI Gateway leads on payments & pricing.

### Do Cloudflare AI Gateway and Vertex AI (Gemini Enterprise Agent Platform) need an API key?

Cloudflare AI Gateway needs an API key. Vertex AI (Gemini Enterprise Agent Platform) takes an API key or an OAuth sign-in.

### Can an agent call Cloudflare AI Gateway and Vertex AI (Gemini Enterprise Agent Platform) without installing anything?

Yes. Cloudflare AI Gateway has a hosted endpoint at https://api.cloudflare.com/client/v4/accounts/{account_id}/ai and Vertex AI (Gemini Enterprise Agent Platform) at https://aiplatform.googleapis.com/v1.

## For agents

- This comparison as JSON: https://www.anchorterminal.com/compare/cloudflare-ai-gateway-vs-vertex-ai.json, and with the fewest tokens: https://www.anchorterminal.com/compare/cloudflare-ai-gateway-vs-vertex-ai.min.md
- Over MCP at https://www.anchorterminal.com/mcp (no key): `compare_tools {"a": "cloudflare-ai-gateway", "b": "vertex-ai"}`.
