## Which one, for what

### Azure DevOps MCP Server (B)

Good for: Agents working in an Azure DevOps organisation on work items, pull requests, pipelines and test plans, most easily from Microsoft's own clients.

Ahead on:
- Reliability, 72 against 46
- Security & auth, 81 against 71
- Maintenance & community, 80 against 43

Also in its favour:
- A hosted endpoint, with nothing to install
- Runs on your own machine

Watch for: The remote server was announced as a public preview on 17 March 2026 and no general availability notice was found

### TokenEconomizer (B)

Good for: Lowering the repeat cost of coding agents in repositories they work in often

Ahead on:
- Agent ergonomics, 76 against 70
- Payments & pricing, 60 against 40

Also in its favour:
- No key needed to call it
- No incidents deducted, where Azure DevOps MCP Server loses 3 points for them

Watch for: Version 0.1.0 with no changelog or release notes found; updating means a `git pull` of main

## Verdicts

**Azure DevOps MCP Server.** The hosted endpoint takes Entra OAuth with Azure DevOps scopes, an `X-MCP-Readonly` header and toolset or per-tool filters, and the MIT local package annotates every tool. The remote server is still labelled public preview, and Claude Code and Cursor need a custom Entra app registration with admin consent before they can use it.

**TokenEconomizer.** A standard-library Python plugin that keeps learned state on the machine, documents each hook and makes every action reversible. It is version 0.1.0 with no changelog, installs from a git clone of main, and the 18.4 to 30.9 per cent savings are the paper's SWE-Bench figures, measured with settings that differ from the plugin's defaults.

## Before you call either

### Azure DevOps MCP Server

1. Put the organisation in the URL (`https://mcp.dev.azure.com/{organization}`). Without it every call must name the organisation, and guest users can't connect at all
2. Send `X-MCP-Readonly: true` for read tasks and `X-MCP-Toolsets: repos, wit` to cut the tool list. Don't combine `X-MCP-Toolsets` with `X-MCP-Tools`
3. Name the project in each call. A missing project is the error the vendor reports most often
4. For headless runs use the local package with `--authentication envvar` and a token in `ADO_MCP_AUTH_TOKEN`. The default interactive sign-in fails without a browser
5. On HTTP 429 wait for `Retry-After`. Azure DevOps delays or blocks a user above 200 TSTUs in a sliding five-minute window

### TokenEconomizer

1. Check the agent's version against the README's supported range before installing; versions outside it are untested or unsupported.
2. Keep micro-skills off, or set microskills=envfacts, in a repository whose command output you don't trust.
3. If a tool you need is missing, run the `toolprune` command to see what was left out and `toolprune restore` to bring it back.
4. Run the plugin's commands from a terminal with ~/.tokeneconomizer/bin/te; inside the agent each command costs a model turn.
5. Start the agent with TE_DISABLE=1 to run one session without the plugin.
